This is a combined synopsis/solicitation for commercial services for FY26 Elevator Maintenance at Grand Forks AFB. It is issued as a Request for Quotation (RFQ) and constitutes the only solicitation; no written solicitation will be issued. The requirement is being solicited as a 100% small business set-aside.

• Elevator maintenance services as detailed in Attachment 1: Performance Work Statement.

• Quoters must provide pricing for all items listed on Attachment 3, Quote Schedule.

• Period of Performance:

  • Base Year: 1 May 2026 – 30 Apr 2027
  • Option Year 1: 1 May 2027 – 30 Apr 2028
  • Option Year 2: 1 May 2028 – 30 Apr 2029
  • Option Year 3: 1 May 2029 – 30 Apr 2030
  • Option Year 4: 1 May 2030 – 30 Apr 2031

• NAICS Code: 238290 with a size standard of $22,000,000.00.

• Contract clauses are in effect through Federal Acquisition Regulation Effective 01 February 2026.

• Site Visit: Scheduled for 10 March 2026, 1:30 PM CST at the GFAFB Visitors Center. Attendees must be registered by 10:00 AM CST on 5 March 2026.

• Questions Due: 12 March 2026, 2:00 PM CST, submitted via email to nia.womack@us.af.mil.

• Quotes Due: 20 March 2026, 10:00 AM CST, submitted via email to the contracting points of contact.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance, repair, and inspection services for Vertical Transportation Equipment (VTE) at Grand Forks Air Force Base, ensuring continuous and safe operation.

• Full maintenance and repair services for VTE, including elevators, escalators, wheelchair/stair lifts, dock levelers, and dumbwaiters.

• Monthly fixed price covers inspections, maintenance, repairs, replacements, and routine/emergency service calls.

• Over and above wear and tear replacements are covered under reimbursable contract line items, requiring approval.

• Work must comply with ASME A17.1-2016, ANSI/ASME A17.2-2017, ASME A17.3-2017, UFC 3-490-06, NFPA, UFC 3-600-01, OSHA standards, and OEM recommendations.

• Alterations/modernizations.

• Damage from vandalism, abuse, negligence, rescue/recovery operations, or acts of God (including power spikes and low quality power).

• Cosmetic repairs, construction, ancillary components (e.g., cab enclosure, door frames, flooring), main line power switches, smoke/fire sensors, communication feeders, security systems, batteries not solely dedicated to VTE, air conditioners, and heaters.

• Routine cleaning and refinishing of elevator interiors and hoistway doors/frames.

• VTE must be maintained in a safe and reliable operating condition.

• Downtime for out-of-service elevators must be kept to an absolute minimum.

• Response times: 4 hours for routine calls, 2 hours for emergency calls (24/7 availability for emergency calls).

• Annual Maintenance Control Program (MCP) development and submission.

• Qualified Elevator Inspector (QEI) required for inspections and tests per ASME A17.1 Appendix N.

• The PWS covers VTE at Grand Forks Air Force Base.

• Normal work hours are 7:30 AM - 4:30 PM, Monday through Friday, excluding federal holidays without approval.

• Contractor must develop and maintain a Quality Control Program (QCP).

• Contractor personnel must be trained, qualified, and licensed as required.

• Base access procedures, security requirements (including background checks, AT/OPSEC training), and conduct requirements must be followed.

• Environmental compliance and hazardous material management are required.

• Compliance with asbestos regulations is mandatory.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive maintenance, repair, and inspection services for Vertical Transportation Equipment (VTE) at Grand Forks Air Force Base.

• The contractor will provide full maintenance and repair services for all VTE, including elevators, escalators, wheelchair/stair lifts, dock levelers, and dumbwaiters, ensuring continuous and safe operation.

• Services include routine and emergency service calls, inspections, maintenance, repairs, and replacements.

• The contractor is responsible for determining the frequency and type of service visits required.

• Work must be performed in accordance with the American Society of Mechanical Engineers (ASME) A17.1-2016, Safety Code for Elevators and Escalators, and other relevant industry standards and UFCs.

• A Maintenance Control Program (MCP) must be developed and submitted within 30 days of contract award.

• The contractor must develop and maintain a Quality Control Program (QCP).

• Routine service calls require a response within four (4) hours, with work commencing within the same timeframe.

• Emergency calls require a response within two (2) hours, with work commencing within the same timeframe.

• Written reports are required within two (2) business days of work completion.

• Services are to be performed at Grand Forks Air Force Base.

• Normal work hours are 7:30 AM - 4:30 PM, Monday through Friday, excluding federal holidays.

• Excluded services include alterations/modernizations, damage from vandalism, abuse, negligence, acts of God, and cosmetic repairs.

• Specific components like main line power switches, hydraulic elevator jack outer housing, and interior car finishes are excluded from full maintenance.

• Contractor personnel must be licensed, trained, and certified by appropriate federal and state regulatory agencies.
