Opportunity Details
This notice serves as an early planning announcement, detailing anticipated projects for Fiscal Years 2026 and 2027. It is not a solicitation and the information is subject to change. The projections include a wide range of projects such as:
- Military Family Housing improvements and repairs.
- Construction of various facilities (e.g., Vehicle Maintenance Shops, Recreation Centers, Aircraft Intermediate Maintenance Facilities).
- HVAC upgrades, electrical distribution repairs, and fueling system repairs.
- Maintenance dredging and demolition projects. These projects are planned across locations including Yokota AB, MCAS Iwakuni, Kadena AB, Camp Foster/Courtney, CFA Yokosuka, and Okinawa.
Eligibility Requirements
- Local Sources: Solicitations will primarily target organizations physically located and licensed to conduct business in Japan. This includes requiring a Japanese civil construction (oku isshiki koji) or architectural construction (kenchiku isshiki koji) license.
- Joint Ventures: Must satisfy local source requirements, either as an entity or with each member individually.
- SAM Registration: All interested companies, including joint ventures, must be registered in the System for Award Management (SAM) at
https://www.sam.gov. - Electronic Submission: The USACE Japan District uses the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for bid and proposal submissions. Vendors are strongly advised to create their PIEE accounts early.
Cybersecurity Maturity Model Certification (CMMC) 2.0
- Mandatory Requirement: DoD mandates CMMC compliance for organizations handling Federal Contract Information (FCI) or Controlled Unclassified Information (CUI).
- Effective Date: Solicitations issued on or after November 10, 2025, will require at least Basic (Level 1) certification or higher. Companies without this certification will be ineligible for award.
- CMMC Level 2: Will be mandatory for contracts involving CUI, including facility drawings, engineering specifications, site surveys, and BIM with sensitive data.
