Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to directly submit proposals. There is no specific set-aside designation for this BAA; however, all businesses are encouraged to participate.
Submission & Evaluation
Proposals may be submitted at any time during the announcement period. As of June 1, 2025, all white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect is no longer accepted. Offerors must register with SAM.gov and obtain a Unique Entity Identifier (UEI). Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, Naval relevance, and contribution to the ONR and Department of Navy mission. The ONR Microsoft Excel Cost Proposal template is required for contract submissions.
