Quick Summary

The Office of Naval Research (ONR), ONR Global (ONRG), and Marine Corps Warfighting Lab (MCWL) are soliciting proposals for Long-Range Science and Technology (S&T) Projects to advance Navy and Marine Corps operations. This Broad Agency Announcement (BAA) is for research across various science and engineering disciplines, not for the acquisition of technical services. The BAA has been extended and is open for submissions until September 30, 2026, or until a successor BAA is posted.

Scope of Work

This BAA covers basic research, applied research, advanced technology development, and, under specific conditions, advanced component development and prototypes. Offerors are required to submit a non-proprietary Statement of Work (SOW) with their proposals, and white papers are frequently desired by ONR Program Officers.

Contract Details

Awards may be issued as contracts, grants, cooperative agreements, or Other Transaction Agreements (OTAs). OTAs for Research generally require a 50/50 cost share between the Government and the performer, while cost sharing is not typically expected for contracts and assistance awards. The NAICS code for this opportunity is 541715 (Research and Development in the Physical, Engineering, and Life Sciences).

Eligibility & Set-Aside

All responsible sources from academia, industry, and the research community worldwide are eligible to submit proposals. This includes both small and large businesses. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to directly submit proposals. There is no specific set-aside designation for this BAA; however, all businesses are encouraged to participate.

Submission & Evaluation

Proposals may be submitted at any time during the announcement period. As of June 1, 2025, all white paper and proposal submissions must be made through the ONR Submission Portal; FedConnect is no longer accepted. Offerors must register with SAM.gov and obtain a Unique Entity Identifier (UEI). Proposals will be evaluated based on technical merit, importance to agency programs, funds availability, Naval relevance, and contribution to the ONR and Department of Navy mission. The ONR Microsoft Excel Cost Proposal template is required for contract submissions.

Key Amendments & Updates

  • Amendment 0006 (Latest): Removed all references to NavalX due to its dissolution.
  • Amendment 0005: Extended the BAA duration by one year (until September 30, 2026) or until a successor BAA is posted. Updated website URLs, email addresses, and submission requirements, including restrictions for CUI and Export Controlled CUI via the ONR Submission Portal.
  • Amendment 0004: Mandated the transition to the ONR Submission Portal for all new white papers and proposals starting June 1, 2025, discontinuing FedConnect submissions.
  • Amendment 0001: Updated the NAICS code to 541715 and revised the de minimis rate for Fringe Benefits and Indirect Costs to 15%.

Deadline & Contact

Proposals are accepted on a rolling basis until the announcement closes on September 30, 2026. For inquiries, contact MATTHEW MURRAY at matthew.murray18.civ@us.navy.mil.
