Contract Details

Eligibility & Set-Aside
All responsible sources from academia, industry, and the research community worldwide are eligible. Federally Funded Research & Development Centers (FFRDCs), Navy laboratories, military universities, and warfare centers are not eligible to receive direct awards but FFRDCs may team with eligible offerors. No portion of this BAA is set aside for specific socio-economic categories, but all businesses are encouraged to submit.
Submission & Evaluation
Proposals can be submitted at any time during the announcement period. All new submissions must be made through the ONR Submission Portal. Offerors must register with SAM and obtain a Unique Entity Identifier (UEI). Proposals are evaluated based on technical merit, importance to agency programs, funds availability, Naval relevance, and contribution to the ONR/Department of Navy mission.
