This is a combined synopsis/solicitation for commercial items to procure Audio/Visual (A/V) Equipment and installation services for a new full audio and visual system within Building 892 Conference Room 120B at Maxwell-Gunter Annex AFB, AL. • A site visit is scheduled for Monday, 27 April 2026, at 10:00 AM CST. Attendees must arrive at the Maxwell Blvd Gate Visitor's Center by 08:50 AM CST. Names must be submitted by Thursday, 23 April 2026, 3:00 PM CST.

• All pertinent questions shall be submitted by e-mail by 28 April 2026, 12:00 PM CST.

• Offerors agree to hold prices firm for 60 calendar days from the date specified for receipt of offers.

Statement of Work (SOW) / Performance Work Statement (PWS)

To install a new full audio and visual (AV) system within Building 892 Conference Room 120B at Maxwell-Gunter Annex, Alabama.

• Video System: Install a single 4K TV (at least 65"), TAA compliant, with wireless components disabled. Ensure adequate power, proper mounting with a 360 Swivel-TV Mount, and secure cable management. Test functionality with the AV Bar and workstations.

• AV Bar: Install a TAA compliant AV Bar solution, mounted to the wall, with camera, sound, and mic capabilities for Microsoft TEAMS. The camera must have at least a 120-degree Field of Vision and 1080p resolution with auto-framing. Ensure no data storage/transmission across designated USB ports. Secure configurations for a network environment.

• Sound Masking Solution: Install a complete sound masking solution around the perimeter of Room 120B (22ft L x 10ft W). Components must be TAA compliant, sourced from approved countries. Ensure adequate power, proper grounding, and shielded cabling to prevent EMI. Calibrate to produce a masking sound level of 45-48 (A-Weighted Decibels) and a Speech Privacy Index of 85. Perform live testing and auditing. Ensure a high-quality, heavy-duty toggle switch for operation.

• Control Processing: Install two all-wired control panels with a neat appearance. Coordinate installation locations with local technicians. Provide intuitive and secure control for switching inputs and managing sound and camera/mic for the TV and AV Bar. Coordinate testing with local technicians.

• Programming: Ensure programming is easy to use and approved by the end user.

• Network and Connectivity: Contractor is not responsible for network connections but must ensure a way to connect provided computers to the system. All physical cables must be plenum rated, neatly installed, and adhere to Federal and Military Cabling standards. Cable specifications must be provided in writing.

• Furniture and Room Layout: Follow the proposed floor design for Room 120B. Contractor is not responsible for furniture procurement (Café Desk, Conference Desk) or movement of safes.

• Cable Clean Up: Re-secure and affix existing RED ethernet cables per technician instructions, ensuring they remain visible. Utilize new RED CAT6 ethernet cables if replacement is needed. Use clear piping for re-securing RED ethernet cabling.

• Sound Dampening Materials: Install sound dampening materials on walls (22ft L x 10ft W) with a white or gray appearance. Ensure coverage for the door to prevent sound leakage. Test to minimize sound leakage.

• Place of Performance: Building 892, Maxwell-Gunter Annex, Alabama.

• Work hours: 7:00 AM to 5:00 PM, Monday-Friday. Work outside these hours or on holidays requires 72-hour advance coordination.

• All work must conform to applicable International Mechanical, SMACNA, National Electric Code, EPA, and other relevant regulations and standards.

• Electrical installations must be completed by a certified electrician.

• Ground Fault Circuit Interrupters (GFCIs) are required for portable electrical tools in certain conditions.

• Contractor must protect all communications cabling; damaged cabling must be replaced with equivalent standards.

• Warranty: Provide OEM standard commercial warranty for products. Reperform substandard services within 1 year. Items must be brand new; refurbished items are not authorized.
