FY26 Airfield Runway Taxiway Light Removal

Statement of Work (SOW)

To remove and replace airfield lighting and signage at Kelly Field, Joint Base San Antonio-Lackland, to facilitate safe aircraft operations, specifically for the B-52H Radar Modernization Program.

• Uninstall and remove sixty (60) raised lights along Runway 16/34 between Taxiway C and Taxiway E.

• Uninstall and remove thirty-eight (38) raised lights between Runway 16/34 and the Boeing ramp within 110 feet of the runway/taxiway centerline.

• Uninstall and remove one (1) runway exit sign at the NE corner of runways 16/34 and Taxiway E.

• Uninstall and remove one (1) runway exit sign at the intersection of Taxiway B and the departure end of Runway 34.

• Uninstall and lay down six (6) signs on Taxiway E.

• Replace raised lights and signs after the B-52 aircraft has utilized the runway/ramp.

• Ensure the B-52 has access to the runway from the Boeing ramp and restore lights/signs to original condition.

• If the B-52 does not depart as planned, restore raised lights to original condition. A priced option CLIN exists to repeat tasks no later than February 18, 2026.

• Repair any lights/signs found inoperable after reinstallation or damaged during the contract.

• Location: 303 S. Frank Luke Dr., San Antonio, TX 78226 (Kelly Airfield).

• Event date to be determined (TBD) upon award. Contractor will be given a minimum of two days' written notice to mobilize.

• Contractor personnel must possess a Texas electrical license. Apprentices must be supervised by a Master or Journeyman Electrician.

• Work to be performed during daylight hours, 7 days a week, excluding federal holidays.

• Contractor shall not start light removal until after dawn and must reinstall lights before dusk.

• Criminal background checks will be performed by the government on all employees.

• Contractor is not permitted to enter restricted "red zone" areas without escort by airfield management.

• Contractor vehicles must be marked with their company logo.

• Contractor shall take precautions to prevent damage to government property and repair/replace any damaged items at no additional cost.

• A Quality Control Program must be developed and maintained; the plan to be submitted with the quote.

• Government will inspect contractor work; acceptance by 502 CES/CEO project manager.

• Government will provide water and electricity as needed.

Sources Sought Notice

This document is a Sources Sought Notice to conduct market research and identify contractors capable of performing the removal and reinstallation of airfield runway and taxiway lights and signs. This work is related to the B-52 RADAR Modernization Program and involves ensuring the B-52 aircraft has access to the runway and that lights and signs are restored to their original condition. The scope includes the B-52 path from the Boeing Ramp to taxiway Echo, crossing taxiway Alpha, and staying on taxiway Echo to the runway. The contract will also cover repairs to lights/signs found inoperable after reinstallation or damaged during the contract period, with the contractor responsible for replenishing the Government's stock with identical parts.
