Scope of Work
The contractor will be responsible for the removal, temporary storage, and reinstallation of raised lights and signs on Runway 16/34 and Taxiway E. This is to facilitate the towing or taxiing of B-52 aircraft from the Boeing Ramp to the runway, crossing Taxiway Alpha and staying on Taxiway Echo. Specific tasks include removing 60 raised lights from Runway 16/34, 38 lights near the Boeing ramp, two runway exit signs, and laying down six signs on Taxiway E. After B-52 movement, all lights and signs must be reinstalled and restored to their original operational condition. The contractor is also responsible for repairing any inoperable or damaged lights/signs during the contract period, replenishing government stock if government-furnished parts are used.
Key Requirements & Conditions
Contractor personnel must possess a Texas electrical license, with apprentices supervised by a Master or Journeyman Electrician. Employees require government-conducted criminal background checks and inclusion on an Entry Authorization List (EAL). Access to controlled airfield areas will require escort by airfield management, and contractor vehicles must be marked. The contractor is responsible for repairing any damage to government property. Work must comply with federal, state, local environmental laws, and current FAA regulations. A Quality Control Program is mandatory. Work is to be performed during daylight hours, 7 days a week (excluding federal holidays), ensuring lights are operational before dusk.
Contract Details
This is a Firm Fixed Price contract. The planned event date is May 7, 2026, with a delivery date of June 30, 2026. The Government reserves an option to repeat tasks if the B-52 arrival is delayed, up to August 31, 2026. Payment terms are NET 30, and electronic invoicing via Wide Area Workflow (WAWF) is required. Quotes must be effective for 60 days.
Submission & Evaluation
Quotes must be submitted via email to Brent Paul (brent.paul.1@us.af.mil) or Kristy Solis (kristy.solis@us.af.mil). Award will be made to the responsible quoter offering the most advantageous, technically acceptable lowest priced quote. If more than three quotes are received, only the three lowest priced will be evaluated for technical acceptability. Technical evaluation factors include:
