Scope of Work
The requirement is for the furnishing, installation, commissioning, and operator training of one (1) rotating frequency converter system. This includes all necessary materials, labor, cables, connectors, hardware, controls, and integration components. The project completion is expected within 7 days upon receiving all materials.
Key Requirements & Clarifications
The system must be housed in a containerized enclosure (8000 x 2500 x 2900 mm with C5-M corrosion protection and 80 mm rock wool insulation). Installation must comply with U.S. and host nation (German/EU DIN, EN, Landesbauordnung) electrical and safety standards. The 3-phase, 400V, 50Hz supply is a Wye configuration. The 3-phase, 208V, 60Hz load is approximately 360.266 kVA, with a 600kVA converter selected for overhead/future expansion. Contractor employees must be English fluent and certified. A 12-month equipment warranty is required.
Contract Details & Submission
This will be a firm-fixed price contract. Quotes must be in USD and remain valid for 180 days. The delivery date is 23 October 2026, FOB Destination. Proposals must be submitted in three separate volumes: Offeror Quote, Technical Capability, and Past Performance Information, via email in Adobe PDF format. Technical and Past Performance submissions shall not contain cost/pricing information. Funds are not presently available for this effort.
Evaluation & Eligibility
Evaluation factors, in order of importance, are: Technical Capability, Past Performance (combined more important than price), and Price. Vendors must be registered and active in the SAM.gov database. Non-U.S. companies require specific CAGE code information.
