Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a complete, turnkey solution for a rotating frequency converter system, including all necessary materials, labor, installation support, and commissioning activities for the Corbread Power Supply Sub-Station at Kapaun Delta Base, Germany.

• Furnish and install one (1) rotating frequency converter system (50/60 Hz, 600 kVA / 480 kW output) housed in a containerized enclosure.

• Provide all necessary materials, labor, cables, connectors, hardware, controls, and integration components.

• Deliver to the specified location, perform on-site commissioning by an OEM-certified technician, and provide operator training.

• Installation must comply with U.S. and host nation electrical and safety standards.

• The system must meet or exceed specified input/output voltages and frequencies.

• Commissioning requires OEM technician presence for two days (max 10 hours/day), full operational testing, and verification.

• A 12-month equipment warranty is required upon installation completion.

• Location: Corbread Power Supply Sub-Station, Kapaun Delta Base, Germany.

• Project completion is expected within 7 days upon receiving all materials/parts.

• Containerized enclosure dimensions: 8000 x 2500 x 2900 mm with C5-M corrosion protection and 80 mm rock wool insulation.

• Contractor employees must be certified and qualified, able to read, write, speak, and understand English fluently.

• Adherence to German and applicable laws and standards is required.

• Strict adherence to base access, conduct, work area cleanliness, waste disposal, smoking, and illegal substance policies is mandatory.

• Contractor must designate a Contract Manager (CM) with full authority.

• Shop drawings and a project schedule must be submitted upon contract award.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for the FY26 USSF SSC Cornbread Frequency Converter and Installation at Kapaun Delta Base, Germany. The government is procuring a containerized frequency converter system, its delivery, installation, commissioning, and on-site training.

• Containerized 50/60 Hz rotating frequency converter system.

• Delivery, installation, and commissioning (with testing).

• On-site training upon installation.

• All work must comply with applicable host-nation technical standards and safety regulations, including German/EU technical standards (DIN, EN, Landesbauordnung).

• Offerors must demonstrate familiarity and capability to operate under these standards.

• Proposed technicians must possess appropriate qualifications (e.g., certified electricians, OEM-trained technicians).

• OEM authorization is required if the proposed system necessitates it.

• This will be a firm-fixed price contract.

• Quotes must be in USD.

• All submitted quotes must remain valid for 180 days from the close of the RFQ.

• Delivery Date: 23 Oct 2026.

• Delivery and Installation: FOB Destination.

• Proposals must be submitted in three separate volumes: Offeror Quote, Technical Capability, and Past Performance Information.

• Technical and Past Performance submissions shall not contain cost/pricing information.

• Submissions must be in Adobe PDF format via email.

• Response Date: 13 January 2026, no later than 3:00 P.M. Central European Time (CET).

• Questions due by: 7 January 2026, no later than 3:00 P.M. CET.

• Evaluation Factors (in order of importance): Technical Capability, Past Performance, and Price.

• Technical Capability and Past Performance combined are more important than price.

• Vendors must be registered and active in the SAM.gov database to be eligible for contract award.

• Non-U.S. companies require specific CAGE code information.

• Funds are not presently available for this effort; no award will be made until funds are available.

• The Government reserves the right to cancel this solicitation.
