This is a combined synopsis/solicitation (Request for Quote - RFQ) for flooring replacement and installation services for commercial products or services. The acquisition is set-aside for small business concerns. The government intends to award a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a ceiling value of $9,000,000.

• Period of Performance: Base year plus six option years, anticipated to begin approximately July 1, 2026. Includes a six-month extension of services under RFO 52.217-8.

Performance Work Statement (PWS)

This PWS outlines the requirements for flooring installation and removal services at MacDill AFB and Avon Park Air Force Range (APAFR).

• Services include installation, removal, and refinishing of various flooring types (carpet, VCT, LVP, LVT, rubber, ceramic/porcelain tile, wood base).

• Materials to be provided by the contractor, including flooring, adhesives, cove base, fasteners, etc.

• Contractor is responsible for all equipment, tools, labor, transportation, and off-base storage.

• Work includes moving and relocating standard office furniture and systems furniture.

• Removal of existing flooring, installation of new flooring, sanding/finishing of wood base, and removal/installation of stair treads and risers.

• Thorough cleaning of installation areas, including debris removal and surface preparation.

• Disposal of all waste materials and debris at a state-permitted site.

• Work will occur in occupied buildings, requiring coordination with occupants.

• Performance Objectives (PO) include removal of existing flooring, installation of new flooring, cleanup/disposal, furnishing materials, vacuuming, environmental requirements, and quality control.

• Performance thresholds are defined with "Excellent" (0 defects) to "Unsatisfactory" (more than 5 defects) ratings for most objectives.

• Surveillance methods include customer complaint and 100% inspection/periodic validation.

• Locations: MacDill AFB, Florida and Avon Park Air Force Range, Florida.

• Contractor must submit a Hazardous Material (HM) Handling Plan.

• No asbestos-containing materials are to be used.

• Contractor must comply with environmental regulations regarding hazardous waste and recycling.

• Government will furnish utilities; contractor must conserve use.

• Contractor must comply with all security requirements, including background checks for personnel working on MacDill AFB.

• Site Foreman/Superintendent must have 5 years of experience, with 2 years as foreman/superintendent, and hazard identification/safety compliance experience.

• Site Foreman/Superintendent and Quality Control Personnel must have Certified Floorcovering Installers (CFI) certification.

To provide all necessary labor, equipment, transportation, materials, and support accessories to remove existing glue-down carpet, wall base, stair nosing, and transitions, and to furnish and install new carpet tiles, rubber base, and transitions in Building 565, 1st Floor.

• Removal of existing glue-down carpet, wall base, stair nosing, and transitions.

• Furnishing and installation of 24"x24" carpet tiles with "Tile Tabs" adhesive.

• Furnishing and installation of 4-inch rubber base and transitions to match existing.

• Stair nosing, riser, and treads to match existing in color and quality.

• Potential requirement to support an elevated work schedule for completion within 1 month of the start date.

• For the auditorium area, if approved, stair nosing, riser, and treads will match existing in color and quality.

• Demo existing flooring material, all transitions, and all wall base and stair nosing in designated areas.

• Dispose of all building material off MacDill AFB.

• Mechanical removal of flooring material and non-water base adhesives.

• Any additional preparation due to unforeseen conditions must be brought to the attention of the Contracting Officer Representative (COR).

• If Asbestos Containing Material (ACM) is encountered, work disturbing ACM must cease, and the COR must be immediately notified.

• Protect adjacent property, building, and contents from dust, dirt, or other materials.

• Daily cleanup of trash, debris, refuse, and garbage, placing it in appropriate containers.

• Building 565, 1st Floor.

• Work to commence within 30 days and be completed within 60 days of purchase order award.

• Contractor must immediately notify COR of delays due to mandated carpet goods suppliers.

• Prepare the VCT subfloor by stripping wax and floor finish, and ensuring it is free of dirt, oil, and grease. Leveling compound may be used if height differences or grout lines are significant.

• Protect adjacent property from dust and debris.

• Daily cleanup of trash, debris, and refuse.

• Work must be completed within 1 month from the start date.

• All building material from demolition must be disposed of off Avon Park AFR.

• If Asbestos Containing Material (ACM) is encountered, work must cease immediately, and the COR notified.

• Location: Building 26, Avon Park AFR.

• Start: Within 30 days of purchase order award.

• Completion: Within 60 days of purchase order award.

• "Pressure-sensitive" adhesive to be used.
