Sources Sought Synopsis

This notice is issued solely for information and planning purposes to identify potential vendors capable of performing a tent requirement to support a competitive procurement. It does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), and the U.S. Government is not seeking quotes, bids, or proposals at this time. No payment will be made for information or administrative costs incurred in response to this notice.

• Procurement: Contractor support to provide tents for medical aid stations, holding areas, and troop warming/cooling stations.
• Location: National Capital Region (NCR).
• Events: Presidential State Funerals, Inaugurations, and other events.
• Scope: Provide all personnel, equipment, tools, materials, supervision, and non-personal services for delivery, set-up, maintenance, and recovery of tents and associated equipment.
• Tents: Must be free-standing, with opaque side walls, protective flooring, lighting, power generation (quiet generators), and heating/cooling.
• Response Time: Contractor must be able to perform on as little as 36 hours' notice, seven days a week, including nighttime hours.
• Personnel: Contractor personnel will be required to pass a background check.
• Contract Type: Anticipated single award, seven (7) year order period Indefinite Delivery, Indefinite Quantity (IDIQ).
• NAICS Code: 532490 - Other Commercial and Industrial Machinery and Equipment Rental and Leasing.

Interested vendors should email responses to the Contract Specialist, Crystal Tisdale (crystal.w.tisdale.civ@army.mil) with a courtesy copy to Contracting Officer Sheu Mojeed (sheu.a.mojeed.civ@army.mil) no later than Tuesday, June 30, 2026, at 9:00 a.m. EDT.

1. Firm details (name, POC, contact info, UEI, CAGE code, NAICS, company size).
2. Interest in prime contracting and any subcontracting/teaming plans.
3. Detailed previous experience (prime or subcontractor) on similar requirements (size, scope, complexity, timeframe, commercial/government).
4. Information to determine commercial availability, including pricing, delivery schedules, terms, and warranties.
5. Suggestions on how to structure contract requirements to facilitate competition among small businesses.
6. Identification of any conditions or actions that may unnecessarily restrict competition.
7. Recommendations to improve the approach/specifications.

All data received will be protected from release outside the Government if marked as corporate or proprietary. No phone calls will be accepted.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing tents, associated equipment, and services for various events within the National Capital Region (NCR). These events include State Funerals, Presidential Inaugurations, and other events as requested by the Joint Task Force, National Capital Region, Military District of Washington (JTF-NCR/MDW).

• Provide personnel, equipment, tools, materials, and non-personal services for tent delivery, setup, recovery, and operation.

• Supply various sizes of tents, including 20'x20', 20'x10', 30'x40', 20'x50', and 15'x30'.

• Equip tents with lighting, power generation (diesel generators), heating/cooling units (ECUs), tables, chairs, and fire extinguishers.

• Tents must be free-standing, white with optional red/white striped roofs, and have opaque side walls and protective flooring. Stakes are not permitted.

• Provide operational testing, maintenance, and clean-up of all equipment.

• Relocate tents within the general area of operations if requested.

• Ensure personnel are available for short notice, including nighttime hours, especially for State Funerals (36-hour notice).

• The government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Contractor must maintain an adequate workforce for uninterrupted performance.

• All work and services must not exceed 84 months from the IDIQ effective date.

• Invoices for services must be submitted no later than five (5) business days after completion of services (95% of invoices submitted timely).

• The IDIQ contract period is for seven (7) years.

• Place of performance is within the National Capital Region (NCR).

• Contractor personnel must sign a confidentiality agreement and may be required to pass a background check by the US Secret Service (USSS).

• Contractor personnel must have proper credentials (driver's license, vehicle proof of insurance) and may be issued badges by JTF-NCR.

• Personnel must possess required licenses or certifications for their duties.

• Contractor must coordinate with JTF-NCR for credentials and escorts.

• Contractor personnel must display photo identification at all times.

• Contractor must comply with all local, state, and federal environmental, safety, and license laws and regulations.

• Contractor must report all labor hours via a secure data collection site (http://www.ecmra.mil) by October 31st each calendar year.
