Scope of Work

The contractor will provide comprehensive facility and grounds maintenance for four locations at HOAL, including three lodging facilities and one training facility. Services encompass:

• Preventive Maintenance: System flushing, motor greasing, electrical/plumbing checks, fire alarm/generator servicing, appliance checks, and drainage maintenance.
• Routine & Corrective Maintenance: Minor carpentry, plumbing, and electrical repairs; interior wall patching; exterior building envelope repairs; and flooring replacement/repair.
• Grounds Maintenance: Landscaping (pruning, invasive vegetation removal), grounds infrastructure (walkways, parking), and snow/ice removal.
• Lodging Unit Exterior Support: Maintenance of building exteriors, porches, HVAC condensers, utility pads, and stairwells.
• Waste & Debris Removal and As-Needed Services for facility systems, flooring, windows, plumbing, and HVAC. Services must adhere to federal, state, local regulations, NPS policies, and industry standards, ensuring 24/7 emergency response capability.

• Contract Type: Time and Materials (T&M).
• Period of Performance: March 2, 2026, to September 30, 2026 (9-month base period).
• Product/Service Code: S216 (Facilities Operations Support Services).
• NAICS Code: 561730 (Landscaping Services) with a $9.5 Million size standard.
• Set-Aside: Full and open competition; no specific set-aside.
• The government intends to award one (1) purchase order.

Eligibility & Special Requirements

• SAM Registration: Offerors must have an active entity registration in the System for Award Management (SAM).
• Personnel: Contractor personnel require HSPD-12 clearance, ID badges, verifiable experience (minimum 5 years), and relevant certifications (e.g., EPA universal for HVAC). Uniforms and professional appearance are mandatory.
• Safety & Security: A written Safety Plan, provision of PPE, OSHA compliance, Hazard Communication Program, government property security, and strict key control procedures are required. Personnel must possess Government-issued PIV cards.
• Wage Determination: Bidders must comply with the U.S. Department of Labor Wage Determination (No. 2015-5465, Revision 29) for Coconino County, Arizona, covering minimum wages and fringe benefits under the Service Contract Act.
• Deliverables: Include a Quality Control Plan, Safety Plan, detailed PM activities, pricing schedule, proposed work schedule, SDS for products, service work order sheets, monthly performance reports, and warranty information.
