Statement of Work (SOW)

To provide aviation fuel (100LL and Jet A) services to support the 2026 Joint Base Charleston Air Show.

• Delivery of up to 4,500 gallons of 100LL fuel and up to 1,500 gallons of Jet A fuel.

• Provision of an aircraft refueling truck(s) for transport and storage.

• On-call standby fuel services during specified dates and hours.

• Fuel pricing will not exceed market price.

• Contractor is liable for any fuel-related damage to aircraft.

• Dates: April 29, 2026, through May 4, 2026.

• Hours of Operation: 0900-2200 daily.

• Location: Fixed Base Operator on-site at Charleston International Airport.

• Provide one (1) driver and roadworthy refueling vehicle for 100LL fuel.

• Provide one (1) driver and roadworthy refueling vehicle for Jet A fuel.

• Ensure required personnel and refueling trucks are available.

• Drive to and from fill stations.

• Provide on-call service for additional fuel needs.

• Track fuel consumption and submit a final invoice based on actual usage.

• Remove any unused fuel at the end of the event.

• Contractor employees must present a neat appearance, speak and understand English, and have authority to act on contractual matters.

• Submit a list of personnel requiring base access by April 1, 2026.

• Provide escort to and from aircraft.

• Provide a list of Government Air Show points of contact at contract award.

• Provide a list of Aircraft Tail Numbers related to the awarded CLIN structure two (2) weeks prior to performance start.

• Compliance with all federal, military, state, and local laws and regulations.

• Adherence to Occupational Safety and Health Administration (OSHA) and other safety regulations.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for aviation fuel (AVGAS 100LL & JET A), fuel trucks, operators, and standby fuel services for the FY26 Joint Base Charleston Air Show. This announcement is the only solicitation; no separate written solicitation will be issued. The acquisition is solicited as unrestricted.

• Provision of aviation fuel (AVGAS 100LL & JET A).

• The Government may award without interchanges, but reserves the right to hold interchanges.
