Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for furnishing labor, equipment, supplies, and materials to complete Raptor surveys in the Kremmling Field Office, Grand and Jackson Counties, Colorado.

• Conduct raptor surveys and record GPS tracks and locations.

• Provide GPS tracks of all survey routes.

• Record GPS locations for all observed Raptors within project areas.

• Record GPS nest locations, photos, and completed nest data forms.

• All GIS data must be provided in ESRI .shp file format, UTM NAD 83 Zone 13.

• Data forms for completed surveys and nest locations to be provided in paper or electronic format (excel, word, or PDF).

• Nest site photos must be electronic .jpg or .tiff files.

• Surveys will follow protocols outlined in BLM Technical Note 435 “Accipiter Nesting in Pinyon-Juniper" or similar approved protocols.

• Record all raptor observations and nests, including activity, in the point data survey table.

• Fieldwork Reports are due within 14 days after fieldwork completion for each project area.

• Fieldwork Reports include survey effort, number of observers, track length, summary of findings, species observed, behaviors, nest locations, nest descriptions, and photos.

• Shapefiles for survey tracks, observation locations, and nest locations are due within 14 days after fieldwork completion for each project area.

• Final Report is due within 21 days after completion of all project surveys.

• Final Report includes survey effort, summary of findings, and a table of submitted shapefiles.

• Work can begin upon contract award.

• All field surveys must be completed by August 1st, 2026.

• Final reports must be submitted by August 22nd, 2026.

• Work is located throughout the Kremmling Field Office, including specific areas like Blacktail (511 acres), Kings Canyon (54 acres), and Owl Mountain (204 acres).

• Contractor must provide all necessary parts, supplies, labor, equipment, and vehicles.

• Survey technicians must have experience detecting and identifying raptors by sight and sound.

• Contractor must provide transportation for survey technicians.

• A "Contractor's authorized representative" proficient in English must be on-site at all times.

• Contractor must submit an Operations Plan for COR/PI approval at least two weeks prior to starting field work.

• Contractor must comply with fire restrictions within the BLM Kremmling Field Office.

• Contractor must indemnify the United States against claims for injury or damage.

• If archaeological materials are discovered, BLM NWD Archaeologist must be notified immediately, and ground-disturbing activities must cease.

• Contractor shall propose and adopt a quality control inspection system.

• Key personnel include a Contractor Representative, Foreman, and Crew members.

• Substitutions of key personnel require advance notification and justification to the Contracting Officer.

• Contractor shall attend a pre-work conference to discuss contract terms, performance, safety, and plans.

• Contractor shall prepare a Safety Plan addressing site hazards, PPE, and emergency actions.
