Presolicitation Notice

This notice announces an upcoming tiered set-aside solicitation for a Firm Fixed Price (FFP) contract to replace deteriorated Air Handling Units (AHUs) 21, 22, 23, and 24 at the Malcom Randall VA Medical Center in Gainesville, FL. The project number is 573-21-705.

• Complete site preparation for building operations.

• The solicitation will be issued as a Request for Proposal (RFP) under FAR Part 15.

• Evaluation will follow the Best Value Continuum Tradeoff Source Selection Process.

• A bid bond is required (FAR 52.228-1), at least 20% of the bid price, not to exceed $3 million.

• Performance and payment bonds (100% of award amount) will be required (FAR 52.228-15).

• Price evaluation will assess reasonableness in relation to solicitation requirements.

• Veterans Preference will be considered for price evaluation and implementation per VAAR 819.70.

• Tiered set-aside evaluation with priority for:

  1. SDVOSB concerns
  2. VOSB concerns
  3. Small business concerns (including HUBZone and 8(a))
  4. Large business concerns

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the Heating, Ventilation, and Air Conditioning (HVAC) systems related to Air Handling Units (AHUs) 21, 22, 23, and 24 at the Malcom Randall VA Medical Center in Gainesville, FL (VA Project Number 573-21-705).

• Complete site preparation, including demolition and removal of existing structures.

• Furnish all labor, materials, equipment, and supervision for the replacement of AHUs 21, 22, 23, and 24.

• Replacement includes AHUs, exhaust fans, ductwork, controls, heat exchangers, heat recovery units, chilled water supply and return piping, hot and cold water piping, humidification devices, variable frequency drives, electrical systems, and other related devices.

• All work must be performed per the project’s design drawings and specifications.

• The contractor shall complete the work within one thousand ninety-five (1095) calendar days from receipt of "Notice to Proceed" (NTP).

• Work affecting hospital operations must be performed after 5 p.m. or on weekends, with advance coordination.

• Location: Malcom Randall VA Medical Center, Gainesville, FL.

• Permits & Certifications: Contractor must obtain and have approved an Infection Control Construction Permit, Construction Safety Certification, and Interim Life Safety Measures Certification prior to mobilization.

• Compliance: All work must conform to VA specifications, VA Standards, energy conservation methods, EPA, OSHA, ADA, NFPA, NEC, SMACNA, ASHRAE, LIFE SAFETY CODE, IBC, and other applicable federal, state, local, and industry requirements.

• Scheduling: A detailed phasing schedule and narrative must be submitted within ten calendar days of NTP. The schedule must identify critical paths and be cost-loaded. Updated schedules are required monthly.

• Personnel: Key personnel (Project Manager, Superintendent, Quality Control Manager) must be identified with qualifications. All key personnel must have OSHA 30-hour construction safety training. The Project Manager must be on-site at least 50% of the work week; the Quality Control Manager and Superintendent must be on-site 100% of the work week.

• Quality Control: A Quality Control Plan must be submitted within ten calendar days after award and approved by the VA COR before construction begins. This plan must cover all design and construction operations and include specific procedures for organization, personnel, submittals, testing, deficiency tracking, and reporting.

• Security: All vendor personnel must report to Police Service, identify themselves, and abide by PIV regulations. A security guard must be present at all times, coordinated with VACHS Police Service.

• Coordination: Close coordination with VA staff is required for work involving OIT Telecommunication Rooms and the VA Facility Fire Alarm System. At least 48 hours' notice is required for specific fire alarm system work.

• Inspections: VA Plumbing, Electrical, Mechanical, and Construction/Carpentry Shops will inspect work. The contractor must schedule inspections with the COR at least 48 hours in advance. Quality Assurance documentation must be provided prior to inspections. A failed inspection requires a 7-day waiting period before re-inspection.

• Submittals: All materials and equipment submittals must be approved by the A/E, VA PM/COR, and CO prior to construction. Construction Project Management Software is required for submittal and RFI review.

• As-Built Drawings: Contractor shall maintain and submit final as-built drawings at the end of the project.
