Presolicitation Notice

This presolicitation notice provides information for a "Study Sanitary System Building 100" project at the James A. Haley Veteran's Hospital in Tampa, Florida. The government is seeking qualifications from VISN 8 AE MATOC firms to perform a comprehensive engineering study of the sanitary drainage and vent system in Building 100. • Deliverables: A detailed final report, updated single-line as-built drawings, an interim safety recommendation plan, a corrective action plan, and a cost estimate report.

• Contractor Qualifications: Must include licensed Professional Engineers (PE) in mechanical or plumbing disciplines registered in Florida, demonstrated experience with VA healthcare facilities, proficiency in applicable codes, documented experience in sanitary system design/inspection/cost estimating, experience with camera inspections, and the ability to analyze clogging issues and coordinate with multidisciplinary teams.

• Contract Type: Task Order Proposal Request (TOPR) for Qualifications.

• Period of Performance: 200 calendar days from Notice to Proceed (NTP).

• Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB).

• Submission Due Date: February 23, 2025, 10:00 AM ET.

• Submission Requirements: Firms must submit a qualifications submission (max 6 pages) and answers to interview/discussion questions (max 5 pages). Firms must also be registered in SAM and be certified SDVOSBs for NAICS 541330.

• Evaluation Criteria: Factors include Professional Qualifications, Capacity, Relevant Experience & Technical Competence, and Relevant Past Performance.

• Basis for Award: The most highly qualified firm will be provided an RFQ for pricing. Negotiations will follow, with the possibility of proceeding to the next most highly qualified firm if negotiations are unsuccessful.

• Set-Aside: 100% set-aside for Service-Disabled Veteran Owned Small Business (SDVOSB).

• Registration: Firms must be registered in SAM.

• An organized site visit may be scheduled if requested by the most highly qualified firm.

• Firms may reference specific information in their lead contract's SF 330s in their project qualification submission.
