Scope of Work
The selected firm will perform a comprehensive engineering study of the sanitary drainage and vent system in Building 100. This includes assessing current conditions, identifying deficiencies, investigating recurring clogging issues, providing updated as-built documentation, and recommending corrective actions with associated cost estimates. Key tasks involve field verification, CCTV inspection of below-grade piping, identification of pipe materials and slopes, evaluation of fixture connections, and coordination with other building systems.
Deliverables
Expected deliverables include a detailed final report, updated single-line as-built drawings, an interim safety recommendation plan, a corrective action plan, and a cost estimate report.
Eligibility & Submission Requirements
This opportunity is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside and is restricted to current VISN 08 A/E IDIQ contract holders. Firms must be registered in SAM and certified SDVOSBs under NAICS 541330. Submissions must include a qualifications package (maximum 6 pages) and answers to specific interview questions (maximum 5 pages). Required qualifications include Florida-registered Professional Engineers (PE) in mechanical or plumbing, demonstrated experience with VA healthcare facilities, proficiency in applicable codes, experience in sanitary system design/inspection/cost estimating, camera inspections, and multidisciplinary coordination.
Evaluation & Award
Evaluation factors include Professional Qualifications, Capacity, Relevant Experience & Technical Competence, and Relevant Past Performance. The most highly qualified firm will receive a Request for Quote (RFQ) for pricing, followed by negotiations. If negotiations are unsuccessful, the VA may proceed to the next most highly qualified firm. An organized site visit may be scheduled for the most highly qualified firm if requested.
Contract Details
This is a Task Order Proposal Request (TOPR) for Qualifications. The anticipated period of performance is 200 calendar days from the Notice to Proceed (NTP).
