Project Scope
The project involves the comprehensive repair and renovation of Building 743 (B743), a nine-story, 141,598 SF multi-unit family housing tower with 68 apartment units, originally constructed in 1992. The scope includes the removal and replacement of existing failed/failing building systems such as the roof, roof drains, windows, exterior doors, railings, bird control netting, louvers, interior walls, interior doors, elevators, interior finishes, plumbing, HVAC, electrical infrastructure (including standby generator), fire detection/alarm/protection systems, lighting, security, communications infrastructure, and Energy Management and Control System (EMCS).
Draft specifications and drawings are available, providing detailed information on electrical systems, testing requirements, architectural, civil, structural, life safety, mechanical, plumbing, and telecommunications systems. The estimated period of performance is 910 calendar days.
Eligibility & Requirements
- Local Sources Only: This opportunity is intended exclusively for firms physically located and licensed to conduct business in Japan. This includes corporations, partnerships, or Joint Ventures where the entity or each member satisfies the local source requirements.
- Japanese Licenses: Prospective bidders must possess a Japanese civil construction (doboku isshiki koji) license or a Japanese architectural construction (kenchiku isshiki koji) license by the bid due date, verifiable via the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) website.
- SAM Registration: All interested companies, including joint ventures, must be registered in the System for Award Management (SAM) database.
- CMMC: USACE POJ anticipates that all solicitations will require Basic (Level 1) or higher Cybersecurity Maturity Model Certification (CMMC). Firms not certified will not be eligible for contract award.
- SOFA: The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States.
