Key Changes & Requirements
Significant updates from previous drafts include the introduction of a new Contract Non-Refundable (_CN) Fare. These are capacity-controlled, non-refundable coach class fares, generally lower than standard YCA/_CA fares, subject to administrative fees for changes and a 24-hour auto-cancellation if not ticketed. Technical requirements have been adjusted, increasing domestic connecting time to 160 minutes and international connecting time to 270 minutes for Group 1 and 2 line items. For Group 1 line items, technical and non-price related factors are now considered "significantly more important" than price in the evaluation. Bidders must also comply with GSA's auto-cancellation rules, providing specific GDS screen captures and messaging details.
