Evaluation & Submission
Award will be based on a Best Value Continuum Tradeoff Process, considering technical proposal, past performance, and price. Non-price factors (technical and past performance) are of approximate equal importance when combined and compared to price. Offerors must submit a bid guarantee of 20% of the bid price or $3,000,000, whichever is less. The prime contractor is required to perform at least 15% of the contract cost, excluding materials, as per the Limitations on Subcontracting clause. Payment requests must be submitted electronically through the Invoice Processing Platform (IPP).

Bidders must adhere to prevailing wage rates as outlined in the revised Wage Determination (MT20260077). Necessary environmental permits, including Nationwide Permit 3 (Maintenance) under the Clean Water Act, are in place, and compliance with their terms and conditions is mandatory.
