Quick Summary

The Department of the Interior, Bureau of Land Management (BLM), National Operations Center, is soliciting proposals for the GAOA Melstone Dam Reconstruction project in Musselshell County, Montana. This is a Total Small Business Set-Aside opportunity for dam repair and alteration. Proposals are due by February 20, 2026.

Scope of Work

The project involves the comprehensive reconstruction of the Melstone Dam. Key tasks include extensive sitework such as demolition, dewatering, riprap and bedding installation, earth dam construction, geosynthetics, diversion and care of water, toe drains, and outlet works. Additionally, the scope covers the construction of approximately 367 rods of new 4-wire fence and the removal of about 230 rods of existing fencing. Technical specifications detail requirements for concrete, metals, and site restoration. Environmental considerations are critical, with construction activity and surface disturbance prohibited annually from March 15 to July 15 to protect sage grouse and migratory birds. The Buy American Act applies to this solicitation.

Offerors must submit a bid guarantee of 20% of the bid price or $3,000,000, whichever is less. The prime contractor is required to perform at least 15% of the contract cost, excluding materials, as per the Limitations on Subcontracting clause.
