Scope of Work

The project requires the removal and replacement of existing off-grid electrical systems. Key deliverables include:

  • Battery Storage Replacement: Remove existing PowerSafe DDm100-25 system (1200 Ah) and install a new Lithium Iron Phosphate system of 700 Ahr (33kwhr) or greater, compatible with the SolArk 15k LV charge controller.
  • Backup Generator Replacement: Replace the existing Winco PSS30F4-03/1 28kW propane generator with a new 28kW propane generator with autostart capability compatible with the SolArk controller. The new generator must be propane-fueled and match existing voltages and currents (120/208V | 52A, and 240/416V | 26A).
  • Optional Photovoltaic Collectors: Remove, dispose of, and replace two existing 2400 Watt PV array systems, including racking and wiring. This includes testing and potential replacement of existing PV panels.
  • Equipment Cleaning: All equipment must be cleaned of weeds and seeds before entering the National Forest, with special care to prevent water contamination from petroleum residues. Note: The optional Well Pump Electrical Generator (Item 1004) has been removed from the solicitation via Amendment 2. The aggregate magnitude of construction for all items is under $150,000.

All previous documents are replaced, and quotes submitted prior to Amendment 3 will not be considered and must be resubmitted. Evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, as detailed in Attachment 5. Price will be evaluated for fairness and reasonableness. Technical acceptability will be rated based on the ability to meet requirements, understanding of the work, previous experience, and past performance. Only the lowest-priced technically acceptable offer with acceptable or neutral past performance will be considered for award. Registration in SAM.gov is mandatory.

Additional Notes

A post-award conference will be held online via Microsoft Teams within approximately 15 business days after contract award. No formal site visit is planned, but contractors are encouraged to visit the location prior to quoting. Wage Determination OR20260080 (effective 01/23/2026) applies, outlining prevailing wage rates and fringe benefits for heavy construction in specific Oregon counties.
