This document provides responses to vendor questions regarding the "Man Lift Rental in Support of Required HSS Inspections of Garrison Dam Spillway Tainter Gates" opportunity.

• Operator Requirement: An operator is not required for the man lift rental. The contract is for the rental of the man lift and associated services to position it; government personnel will operate it for inspections.
• "All Remaining Work" (CLIN 0003): This CLIN allows offerors to allocate costs for any supplies, equipment, and facilities needed for the contract work that are not specifically detailed under CLINs 0001-0003.
• Weight and Radius: The man lift must be capable of lifting three people (two inspectors and one operator). It must be able to reach horizontally approximately 65 feet to the spillway gates.

Amendment / Modification

This amendment incorporates an updated Statement of Work (SOW) and makes minor corrections to the language in clause 52.212-2, Evaluation-Commercial Products and Commercial Services.

• Clause 52.212-2, Evaluation-Commercial Products and Commercial Services (Deviation 2026-00038) Feb 2026: This clause has been modified to detail the evaluation factors, which include Technical, Past Performance, and Price. Specific requirements for each factor are outlined:

  • Technical: Offerors must name the proposed crane company and submit technical information (capacity and reach) for the proposed manlift.
  • Past Performance: Offerors must submit at least three project examples from the past two years demonstrating experience with similar manlifts, including verifiable reference contact information or reference letters. Evaluation may also consider the Contracting Officer's knowledge and CPARS information.
  • Price: Offerors must complete Attachment 2 - Pricing Schedule in its entirety.

• Statement of Work (SOW): The SOW has been updated and incorporated into the solicitation. The previous version of the SOW (Statement of Work_1) has been deleted.

• The evaluation factors for the solicitation have been clarified and modified under clause 52.212-2.

• Offerors must now refer to the updated SOW and complete the revised Attachment 2 - Pricing Schedule.

Solicitation / RFP / RFQ

This solicitation is for the rental of a man lift to support Hydraulic Steel Structure (HSS) inspections of the Garrison Dam spillway Tainter gates for the Omaha District U.S. Army Corps of Engineers. The contractor will be responsible for providing the man lift, all necessary equipment, tools, vehicles, supervision, and other items required for the inspection.

• Rental of a man lift capable of providing access for two (2) Corps of Engineers inspectors and one (1) operator.

• The man lift must have a minimum reach of eighty (80) feet horizontally and be able to reach approximately 65 feet horizontally to inspect the spillway gates.

• The man lift must be self-leveling and in good working condition, certified in accordance with ANSI A92.2.

• Contractor must provide a plan for lowering and raising the man lift from the spillway wall to the spillway slab.

• The man lift must be operated, inspected, tested, and maintained according to the manufacturer's manual and ANSI A92.2.

• Contractor must provide personal safety devices (hardhats, steel-toed boots, safety goggles, hearing protection) and miscellaneous supplies (flashlights).

• Contractor must provide a first aid kit.

• In case of mechanical failure, the man lift must be repaired or replaced within 24 hours.

• Pricing must include all miscellaneous expenses, parts, fuel, and lubricants.

• Period of Performance: Date of Contract Award through August 30, 2026. Expected completion in June or July 2026.

• Contract Type: Firm Fixed Price (implied by pricing arrangement).

• NAICS Code: 532412 (Rental and Leasing of Construction Machinery and Equipment).

• Estimated Value: Not explicitly stated, but the size standard for NAICS 532412 is $40,000,000.00.
