Purpose & Scope
This market survey aims to identify potential manufacturers for Gas Adsorbent Modules (GAMs). GAMs are two-piece red plastic rings containing powdered manganese dioxide and cuprous oxide, designed to adsorb and neutralize phosphine gas emissions in ammunition containers. This mitigation is critical to prevent spontaneous combustion and minimize health hazards to personnel from high phosphine concentrations (above 500 ppm).
The GAM housing is made of high-impact polystyrene, approximately 1.85 inches high, with an outer diameter of 3.1 inches and an inner diameter of 2.3 inches. It consists of two interlocking sections secured with identifying tape. Inside, two Tyvek bags of phosphine adsorbent are held by Melt Processable Rubber (MPR) retainers.
Technical Data & Access Requirements
This requirement involves technical data marked Distribution D, authorized only to the Department of Defense and U.S. DoD contractors. Interested firms must submit a signed and completed:
- DD Form 2345, Militarily Critical Technical Data Agreement (required for accessing militarily critical technical data and JCP certification).
- AMSTA-AR Form 1350, Technical Data Request Questionnaire (to formally request technical data).
- Non-Disclosure Agreement (NDA) (to evaluate capabilities and respond to this Sources Sought, prohibiting unauthorized use or disclosure).
No classified information is required for this effort. A "Certificate of Destruction" form is also provided, which bidders must complete to certify the destruction of any received Technical Data Package (TDP) and copies.
