• Parts Responsibility: The contractor is responsible for providing parts and fluids for routine servicing, inspection, and routine replacement necessities (fluids & filters). Costs for labor and parts incurred after inspection and requiring government approval will be paid by the government. The contractor is not liable for parts/replacement due to external factors.
• Service Location: Maintenance services can be coordinated as needed, potentially across multiple locations within Kadena Air Base, with services expected on the flight line. The contractor will escort vehicles to/from the flight line if needed.
• Condition of UTVs: All UTVs are in good and working condition and the contract aims to maintain them that way.
• UTV Details: The document specifies model years (2024), models (MULE PRO-FXT 1000, KAT1000A, KAT820B), and provides current mileage/engine hours for each listed UTV.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for UTV Preventive Maintenance Service for the 718 AMXS at Kadena Air Base, Okinawa, Japan. The objective is to provide quarterly and annual preventative maintenance services for four UTVs.

• The contractor shall provide all personnel, tools, materials, supervision, and other necessary items for maintenance.

• Basic service includes maintenance on four specific UTV models (KAWASAKI KAT1000A and KAT820B variants) and replacement of engine oil, oil filters, fuel filters, air filters, and hydraulic filters.

• The contractor must provide a detailed plan of services for approval prior to commencement and ensure all debris is removed from the site.

• Upon completion, a thorough inspection of the UTV(s) is required to ensure performance objectives are met.

• Area of Performance: Kadena Air Base, Okinawa, Japan.

• Government Furnished Property: None. The government will not furnish property or services.

• Security: Contractor employees require identification badges and base access. Procedures for base access and vehicle entry are detailed. Employees must be cleared by Security Forces, which may include a background check. Identification cards and base passes must be returned upon termination of employment.

• Physical Security: Contractor is responsible for safeguarding government property and securing facilities, property, and materials at the close of each work period.

• Conservation of Utilities: Employees must be instructed in utilities conservation practices.

• Safety Requirements: Contractor must conform to contract safety requirements, OSHA 2206, and Japan Environmental Governing Standards (JEGS). Protection of government property is required. Subcontracts must include safety provisions. Damage to government property or injury to personnel must be reported within one hour. In case of accidents/mishaps, the contractor must take action to control the scene, prevent further damage, and preserve evidence. Cooperation with government investigations is required.

• Japanese Road Laws: Compliance with Japanese Road Laws is required on US Military installations, including specific prohibitions against damaging roads or causing debris. Measures to prevent cargo from falling off vehicles must be taken.

• Insurance: Vehicles must be inspected/insured according to Japanese Compulsory Insurance (JCI) requirements. Proof of insurance must be provided to the Contracting Officer prior to work commencement.

• Environmental Considerations: Compliance with local environmental regulations is required, ensuring servicing and maintenance do not affect the local ecosystem.
