• Required proposal elements include solicitation number, offeror details, authorized negotiators, technical/past performance/price information, agreement to terms, and amendment acknowledgements.
• Evaluation Factors: Past Performance, Technical (cleaning techniques, work schedule), and Price. Past Performance and Technical are considered more important than price.
• Offerors must complete the Pricing Schedule, provide at least two professional references (from the last eight years, excluding current USACE Gavins Point Project employees), and submit a description of cleaning techniques/methodologies and a detailed work schedule.
• Prices must be held firm for 90 calendar days.
