This document contains responses to vendor questions regarding the Generator Annual Reliability Assessment & Load Bank Verification RFI.

• Tax Exemption: The government will not provide a project exemption certificate for tax exemption; this is available for construction only.
• Fuel System Inspection Scope: The inspection of the fuel system is defined from the day tanks to the generators, including sumps, underground tanks, Simplex smart system, pumpmaster, and Veeder root. Fuel lines do not require inspection. A basic, industry-standard visual inspection is required, and the contractor must provide an inspection checklist for approval.
• "Other Associated Equipment" Definition: This refers to supporting components and systems necessary for generator operation and readiness, excluding fuel lines.
• Site Visit Due to Clarifications: If a contractor requires another site visit due to the expanded definitions of fuel system and "other associated equipment," quote extensions will be granted until 03/02/26 @ 0630 am CST.
• After-Hours Load Bank Testing: Approved only if necessary and not due to contractor planning issues. USDA will not grant approval if it's due to contractor inefficiency.
• Fuel Oil/Antifreeze Testing: Not required.
• Generator/Fuel System Support Hours: The 24 hours of on-site support are total for both systems, not 24 hours each.
• Job Plan for Inspection: A detailed job plan is not needed for inspections; the inspection checklist will suffice.
• Security Policy Changes: If security policies change and increase contractor costs, an equitable adjustment may be considered.
• Full Annual Service: A full annual service of generators is not required; only tasks specified in Section 3.3 Service Requirements/Tasks.

Responses clarify the scope of work for generator inspections and load bank testing, potentially impacting pricing and contractor planning. Quote submission deadlines have been extended to 03/02/26.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Generator Maintenance at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS. The requirement is to provide an annual reliability assessment and load bank verification of the facility's emergency generators.

• Prime Contractor must submit prior successful experience with Cummins 1825 KW Generator maintenance within the past 24 months, including details on maintenance, repair, testing, and scheduled/unscheduled maintenance. References must rate performance as "satisfactory" or better.

• Award will be made to the offeror representing the best value to the Government, evaluated based on Technical Acceptability and other criteria as defined in FAR 12.203 (FAR 52.212-2 is not applicable).

• This acquisition is set-aside for small business concerns.

• Small Business Size Standard: $47M.

• This is a Total Small Business Set-Aside.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide an annual reliability assessment and load bank verification of emergency generators and associated equipment at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS, over a five-year period.

• Conduct annual inspections and testing of all seven generators, fuel systems, and associated equipment.

• Ensure compliance with all codes and manufacturer recommendations for operational readiness.

• Provide up to 24 hours of on-site generator and fuel system support services per contract year for troubleshooting, repairs, inspections, or training.

• Perform load bank verification testing up to 100% of generator nameplate rating, monitoring key parameters every 15 minutes.

• Provide detailed reports on inspections, testing results, load curves, identified repairs, safety issues, anomalies, and performance issues.

• Develop and provide detailed, task-specific job plans and/or checklists for NBAF's Computerized Maintenance Management System (Maximo).

• Generators must maintain operational readiness.

• All generators must remain in compliance with local, state, and federal regulations.

• Detailed reports are required, including testing results, load curves, and identified issues.

• Contract duration: Base year with four option years after award.

• Place of Performance: National Bio and Agro-Defense Facility (NBAF), 1980 Denison Ave, Manhattan, KS.

• Work hours: Regular hours are 8:00 am to 4:00 pm, Monday through Friday, excluding Federal holidays. Work outside regular hours requires advance security approval.

• Security: Strict site security access procedures, including background checks, site security and safety orientation, and potential bio agent training. All personnel must wear identification badges. Specific escort requirements are in place.

• Personnel: Work must be completed by qualified (NFPA 110 and NFPA 70) Cummins generator technician/engineer.

• Reporting: Daily reports, service schedules, and load bank testing reports are required in PDF format.

• Compliance: Adherence to applicable federal, state, and local codes, industry standards, and health and safety codes.

• Utilities: Government will furnish electricity and water. Minimal craft labor assistance may be provided.

• Invoicing: Monthly invoicing through the federal invoice processing platform (IPP).
