Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) aims to secure services for the preventive maintenance of four (4) Caterpillar/Cummins generators located at Buildings 1020, 1030, 1030C, and 1040 at Edwards AFB, California.

The contractor shall provide all labor, materials, equipment, transportation, and supervision for preventive maintenance on the specified generators. This includes:

• PM Level 1 - Multi Point Inspection (Annually): Comprehensive inspection, fluid level checks, air cleaner checks, fuel tank inspection, cooling system checks, battery checks, block heater inspection, fan drive and belt inspection, turbocharger inspection, control panel checks, bearing greasing, hot oil sampling, safety alarm tests, and a 15-minute load test.
• PM Level 2 - Annual Service-Major (Annually): Includes all PM Level 1 tasks plus changing crankcase oil, oil filters, fuel filters, water separators, coolant filters, and air filters.
• PM Level 3 - Cooling System Service (Every 36 months): Draining and containing old coolant, replacing hoses, clamps, radiator pressure cap, thermostat, fan belts, and alternator drive belts, refilling with new coolant, and cleaning oil coolers/heat exchangers if needed.
• Annual Loadbank Test (Annually): Connecting a resistive load bank for a 2-hour test duration, recording readings at various load percentages (30%, 50%, 75%, 100%).
• Engine/Generator Inspection and Adjustment (Every 36 months): Adjusting engine valves, checking ignition and injector timing, inspecting slip rings and brushes, checking generator bearings and wiring, inspecting fan drive, and testing the engine generator.
• Engine Battery Replacement Program (Every 36 months): Replacing engine cranking batteries, testing them under load, and disposing of old batteries.
• One-time B1030 Generator Emergency Service: Immediate replacement of a leaking coolant tube casting from the water pump to the thermostat housing.

Services are to be performed at Buildings 1020, 1030, 1030C, and B1040 at Edwards AFB, California. The proposed maintenance schedule spans from April 1, 2026, to March 31, 2031.

• Site Survey: Required prior to work, coordinated with 445th Test Squadron and 772nd Test Squadron.
• Contract Manager: Responsible for overall contract performance.
• Reporting: Maintenance reports required for "In Scope" work. "Out of Scope" findings must be submitted to the Government POC.
• Emergency Maintenance: Required for system failure or trouble.
• Personnel: Must be experienced, qualified, U.S. citizens, and may be subject to background checks. Appropriate PPE required.
• Environmental Protection: Compliance with all applicable federal, state, and local laws, regulations, and standards, including hazardous waste management and pollution prevention.
• Security: Criminal history background checks required for all contractor employees. Base access procedures must be followed, including obtaining Edwards AFB Form 496 for DBIDS cards.
• OPSEC: Compliance with Operations Security policies and procedures is mandatory.
• Deliverables: Schedule of Work (within 5 business days of award), Site Support Visit Request (7 days prior to install date).
