Statement of Work (SOW) / Performance Work Statement (PWS)

To provide routine and emergency maintenance services for three generator sets located at the USDA-NCCCWA in Kearneysville, WV.

• Routine maintenance includes minor and major service/inspections for three specific generator sets (750 kW Caterpillar, 200 kW Katolight, and 150 kW Kohler).

• Emergency service requires a mandatory response time of two hours for unscheduled equipment failures.

• All work must be performed by trained, certified personnel adhering to manufacturer specifications, commercial practices, and relevant codes.

• Routine services are scheduled quarterly, with three minor and one major service per generator annually.

• Emergency service response time is critical (within 2 hours).

• A Service/Inspection/Operation Report must be provided upon completion of services, noting work performed and any deficiencies.

• Location: USDA-NCCCWA, 11861 Leetown Road, Kearneysville, WV.

• Hours of operation for service are 7:00 am to 4:00 pm, Monday through Friday, excluding federal holidays.

• Specific maintenance tasks are detailed for cooling systems, fuel and oil systems, batteries, exhaust systems, air intake, installation checks, control panels, and power generation.

• Major preventative maintenance tasks include changing oil and filters, replacing coolant filters, lubricating components, and replacing air/fuel filters and belts.

• Contractor must manage the total work effort to ensure adequate and timely completion.

• Adherence to the Service Contract Act is required, in accordance with the attached Wage Determination.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Generator Maintenance. It serves as the sole solicitation, and no separate written solicitation will be issued. The acquisition is set-aside for small business concerns.

• The primary service required is "Generator service."

  • Technical Acceptability requires meeting or exceeding salient characteristics, clear identification of brand/model, sufficient descriptive literature, and availability for delivery within the specified timeframe.

• Past Performance will also be evaluated (Acceptable, Neutral, or Unacceptable).

• The evaluation method is lowest price technically acceptable.

• This acquisition is a Total Small Business Set-Aside.

• The applicable North American Industry Classification Standard (NAICS) Code is 811310, with a small business size standard of $12.5 million.
