The generator is needed to support a 688 Class submarine in Portsmouth, VA. Quotes are due by February 26, 2026.
Scope of Work
The requirement is for one (1) trailer-mounted 1,000 kW minimum Standby Power (750 kW Continuous Power) Diesel Generator. Key specifications include:

- Features: Block heater, battery charger, capable of parallel operation with ship's ungrounded electric plant.

Evaluation & Submission
Award will be made to the Lowest Price Offeror with an acceptable technical rating.
- Factor 1: Technical Capability (evaluated first). Requires a Technical Narrative and a completed Technical Check sheet (Attachment 2), certifying compliance with all specifications. Proposals failing this factor will not have their price evaluated.
- Factor 2: Price Reasonableness. Evaluated based on daily, weekly, and monthly rates. Option year pricing should be identical to the base year unless otherwise stated, with clear delineation if different. Quotes must be emailed to Alicia.l.almberg.civ@us.navy.mil and include company details, price terms, acknowledgment of amendments, and assent to RFQ terms. SAM registration is required.
Key Clarifications
The generator is for backup/emergency use only, with a 5-minute weekly test phase, not continuous operation. The 24-hour run time capability is for emergency capacity. The 45,000 lbs weight limit is for the generator when full of fuel (wet weight), including the auxiliary tank. The government does not pay sales tax.
