The Norfolk Naval Shipyard is seeking to rent one (1) trailer-mounted 1,000 kW minimum Standby Power Diesel Generator. This generator is required to support a 688 Class submarine during destructive weather and transit. This acquisition is a Request for Quote (RFQ) set aside for Small Businesses.

• Equipment: One (1) trailer-mounted 1,000 kW minimum Standby Power (750 kW Continuous Power) Diesel Generator.

• Specifications: Must be 450V, 3-phase, 3-wire ungrounded, equipped with block heater and battery charger, capable of parallel operation with ship's ungrounded electric plant, of recent vintage (not more than 10 years old), and meet specific dimensions, weight, fuel capacity (24-hour run time), and lifting requirements.

• Contractor Responsibilities: Provide all parts for repair/replacement, perform preventative maintenance, provide US Citizen service technicians/drivers, respond to service requests within 4 hours (24/7) and replace generator within 12 hours if repairs cannot be made, provide training and written operational instructions, modify generator for paralleling, provide protective coverings, and supply operational documentation.

• Rigging: Equipment must have suitable attachments for overhead lifting, and a detailed rigging sketch/diagram is required.

• Access: Personnel require Defense Biometric Identification Systems (DBIDS) cards for installation access. Policies regarding portable electronic devices apply.

• Contract Type: Firm Fixed Price (for the generator rental).

• Period of Performance: A base period of one year (April 1, 2026, to March 31, 2027), with options to extend month-to-month for up to three (3) additional months, not to exceed a total of 15 months.

• Place of Performance: Norfolk Naval Shipyard, Bldg 298, Portsmouth, VA 23709.

• Required Information: Quote, company details (name, address, UEI, CAGE code, phone), price and discount terms, acknowledgment of amendments, and a statement of assent to all RFQ terms.

• Proposal Content:

  • Factor 1: Technical Capability (evaluated first): Includes a Technical Narrative and a Technical Check sheet (Attachment 2).
  • Factor 2: Price Reasonableness.

• Evaluation Criteria: Award will be made to the Lowest Price Offeror with an acceptable technical rating. Technical Capability (Factor 1) is evaluated first; proposals failing Factor 1 will not have price evaluated. Price Reasonableness (Factor 2) will be evaluated based on daily, weekly, and monthly rates.

• Key Deadlines: Offer due date is February 18, 2026, at 11:00 AM. Quotes must be held firm for sixty (60) days.

• This acquisition is a 100% Small Business Set-Aside.

• NAICS Code: 532490, Size Standard: $40,000,000.00.

• SAM Registration: Required for award.

• Safety: Output circuit breaker set to 150% of Base Load COP current rating.
• Dimensions/Weight: Unit not to exceed 20’ L x 8’ W, 45,000 lbs. External fuel tank (if used) not to exceed 10’ L x 8’ W, 15,000 lbs.
• Fuel Capacity: Minimum 24-hour run time at full Continuous Base Load (onboard and/or external tank).
• Cooling/Enclosure: Self-contained cooling system, outdoor rain-tight enclosure with block heater.
• Age/Condition: Generator must be recent vintage (<= 10 years old), clean, and well-maintained.
• Testing: Unit must have been tested within two weeks of delivery, with data provided.
• Connections: Compatible with Shipyard furnished "THOF-500E"-T-500 lugged output cables (or equivalent 500MCM mechanical lugs).

Performance Data (Tables B & C):

• Vendors must complete Tables B (Rating vs. Amps) and C (Load vs. Burn Rate/Run Time) for Standby Power, Prime Power, and Base Load Continuous Operating Power (COP).

Contractor Responsibility Certification:

• Vendors must initial and sign a certification confirming they meet or exceed all specifications and responsibilities.
