• Generator Dimensions & Weight: The government clarified that the 20' length is a hard number, and a 30' unit will not be acceptable. The 45,000 lbs weight limit is for the generator full of fuel, with the auxiliary tank under 15,000 lbs. Unit dimensions should not exceed 10' L by 8' W, fully fueled weight not to exceed 15,000 lbs. Alternatively, two tanks not exceeding 5'-5 3/8" by 7'-8 5/8" each, with a max weight of 6200lbs per tank (fully fueled), are acceptable.
• Generator Usage: The generator is for standby/emergency use only, requiring a weekly 5-minute test run. It is not expected for continuous daily usage unless during an emergency event.
• Run Time & Refueling: The generator must be capable of a minimum 24-hour run time prior to refueling at full continuous base load. Onboard/external fuel tanks must allow for refueling while the generator is operating.
• Option Years Pricing: Bidders must provide a total price. If option years differ from the base year, daily, weekly, and monthly costs for both base and options must be provided.
• Line Item Clarification: CLINs 0002, 0003, and 0004 are one-month extensions of CLIN 0001.
• Cables & Interface: The unit must be compatible with Shipyard furnished "THOF-500E"-T-500 lugged output cables. The diesel generator must be capable of paralleling with the Ship’s SSMGs.
• Containment Berm: A containment berm is not required.

• Generator Dimensions & Weight: The government has specified that generator dimensions shall not exceed 20' L x 8' W, and weight shall not exceed 45,000 lbs. While industry standards for 1000kW units may differ, the stated specifications are firm and must be met as per the Statement of Work (SOW).
• Weight Calculation: The 45,000 lbs weight limit is for the diesel generator when full of fuel (wet weight), with the auxiliary tank also factored in.
• Operational Use: The generator is intended for backup/emergency use only. It will be run for a 5-minute weekly test phase, not for continuous operation, barring actual emergency events.
• Unit Length Acceptance: A 40' unit is not acceptable; the generator must meet the exact specs in the SOW.
• Option Year Pricing: Option years should be priced identically to the base year unless otherwise stated. If option prices differ, daily, weekly, and monthly costs for both base and options must be provided. CLINs 0002, 0003, and 0004 are one-month extensions of CLIN 0001.
• Run Time vs. Usage: The SOW's mention of a 24-hour run time capability is for emergency capacity. Daily usage will be limited to the 5-minute weekly test, not continuous operation.
• Cost Proposal: This is a Firm Fixed Priced contract. All fees must be inclusive in the total price. The government does not pay sales tax.

Bidders must ensure their proposed generators meet the precise dimensional and weight specifications. Pricing for option years needs to be clearly delineated if different from the base year. The operational context is strictly emergency standby, not continuous use.

Solicitation / RFP / RFQ

The Norfolk Naval Shipyard is seeking to rent one (1) trailer-mounted 1,000 kW minimum Standby Power Diesel Generator. This generator is required to support a 688 Class submarine during destructive weather and transit. This acquisition is a Request for Quote (RFQ) set aside for Small Businesses.

• Equipment: One (1) trailer-mounted 1,000 kW minimum Standby Power (750 kW Continuous Power) Diesel Generator.

• Specifications: Must be 450V, 3-phase, 3-wire ungrounded, equipped with block heater and battery charger, capable of parallel operation with ship's ungrounded electric plant, of recent vintage (not more than 10 years old), and meet specific dimensions, weight, fuel capacity (24-hour run time), and lifting requirements.

• Contractor Responsibilities: Provide all parts for repair/replacement, perform preventative maintenance, provide US Citizen service technicians/drivers, respond to service requests within 4 hours (24/7) and replace generator within 12 hours if repairs cannot be made, provide training and written operational instructions, modify generator for paralleling, provide protective coverings, and supply operational documentation.

• Rigging: Equipment must have suitable attachments for overhead lifting, and a detailed rigging sketch/diagram is required.

• Access: Personnel require Defense Biometric Identification Systems (DBIDS) cards for installation access. Policies regarding portable electronic devices apply.

• Contract Type: Firm Fixed Price (for the generator rental).

• Period of Performance: A base period of one year (April 1, 2026, to March 31, 2027), with options to extend month-to-month for up to three (3) additional months, not to exceed a total of 15 months.

• Place of Performance: Norfolk Naval Shipyard, Bldg 298, Portsmouth, VA 23709.

• Evaluation Criteria: Award will be made to the Lowest Price Offeror with an acceptable technical rating. Technical Capability (Factor 1) is evaluated first; proposals failing Factor 1 will not have price evaluated. Price Reasonableness (Factor 2) will be evaluated based on daily, weekly, and monthly rates.

• Key Deadlines: Offer due date is February 18, 2026, at 11:00 AM. Quotes must be held firm for sixty (60) days.

• This acquisition is a 100% Small Business Set-Aside.

• NAICS Code: 532490, Size Standard: $40,000,000.00.

• SAM Registration: Required for award.

• Fuel Capacity: Minimum 24-hour run time at full Continuous Base Load (onboard and/or external tank).
• Cooling/Enclosure: Self-contained cooling system, outdoor rain-tight enclosure with block heater.
• Age/Condition: Generator must be recent vintage (<= 10 years old), clean, and well-maintained.
• Testing: Unit must have been tested within two weeks of delivery, with data provided.
• Connections: Compatible with Shipyard furnished "THOF-500E"-T-500 lugged output cables (or equivalent 500MCM mechanical lugs).

Performance Data (Tables B & C):

• Vendors must complete Tables B (Rating vs. Amps) and C (Load vs. Burn Rate/Run Time) for Standby Power, Prime Power, and Base Load Continuous Operating Power (COP).

Contractor Responsibility Certification:

• Vendors must initial and sign a certification confirming they meet or exceed all specifications and responsibilities.
