Statement of Work (SOW)

To provide expert technical support in geospatial data technologies, data management, program, and business analytics to supplement the Division of Resource Integration and Services (DRIS) federal workforce. This support is needed to develop GIS applications/dashboards, assist in parcel mapping, fee-to-trust work, and other mapping functions for the Bureau of Indian Affairs (BIA).

The contract staff will work under the direction of the Division Chief and Branch Chiefs, coordinating with government GIS specialists and other stakeholders. Tasks involve responding to project requests using technologies such as SmartsheetGOV and the ESRI Suite of GIS software. Specific areas include:

• Category One: Geospatial Database Support/Enterprise GIS (EGIS)

  • Provide requirements, direction, and service desk support for GIS coordinators and staff.
  • Develop scripts to improve geospatial process efficiency.
  • Monitor and mitigate security vulnerabilities.
  • Establish spatial database design, business rules, and workflows.
  • Manage and maintain enterprise servers, databases, and services.
  • Administer geospatial data per established standards (e.g., NSDI, FGDC).
  • Document user guidance and technical procedures.
  • Operate a secure central Geospatial Data Repository.
  • Support BIA's mission by advancing enterprise GIS.
  • Oversee data publication and management, ensuring metadata meets standards.

• Category Two: GIS Programming Support

  • Translate programs, automation tools, and code from Python to new platforms.
  • Write programs to automate management, maintenance, and standardization of large datasets.
  • Design and code new programs and scripts to support operations and map production.
  • Develop and deploy automated tools for mapping Indian land tracts, boundaries, ownership, and leases, synchronizing with TAAMS.
  • Utilize server or client scripting and processing solutions (e.g., Python, PowerShell).
  • Comprehend IT servers and geodatabase architecture for resource information management.
  • Assist in scripting on special projects.

• Category Three: Experienced GIS Support

  • Serve as project manager, acting as intermediary between contractor management and federal COR.
  • Utilize cartographic/spatial functions for maps and applications.
  • Develop geospatial dashboards/applications.
  • Develop scripts for geospatial workflows and applications.
  • Produce FGDC-compliant metadata for new digital spatial data.
  • Manage Internal and External Portals and the Open Data Page.
  • Establish templates for mapping products/applications.
  • Document procedures for data consistency and knowledge transfer.

• Category Four: Basic GIS Support

  • Implement analytical techniques for geospatial and GIS issues.
  • Administer geospatial databases and implement quality control.
  • Participate on interdisciplinary teams.
  • Utilize knowledge of geographic/cartographic sciences and resource management.
  • Develop basic GIS applications/dashboards.
  • Develop and maintain metadata for GIS projects.

Deliverables include:

• Monthly, weekly verbal and written Progress Reports.

• Final report summarizing all tasks.

• Specialized detailed monthly reports on maps produced, data delivered, and data publication statistics.

• Publication of news, announcements, usage reports, and technical assistance.

• Monthly Financial and Management Reports.

• Computer-generated network analysis with a detailed task plan.

• Briefing packages and meeting minutes.

• Work will primarily be performed on regular workdays (8:00 a.m. - 5:00 p.m.), with flexible hours permitted. Services outside this period require COR approval.

• Contractor services will be provided from their remote locations. Office access in Denver, CO is available for specific personnel.

• Key Personnel: Geospatial Data Administrator, Geospatial Architecture Specialist, GIS Analyst IV, GIS Analyst II, and the Contractor's Project Manager are designated as key personnel.

• Government Furnished Property: Office space, IT equipment, and internet access will be provided for personnel in the Denver metro area. IT equipment and supplies will be sent to remote workstations as needed.

• Work-Site Requirements: Compliance with OSHA safety and health regulations.

• Personnel Requirements: Background checks for personnel working in government facilities. No prior DWI convictions in the last ten years and no record of crimes against children.

• IT Security: Adherence to all Indian Affairs security requirements, including FISSA online training.

Key clarifications include:

To provide data integration, workflow, and IT system modernization using Geographic Information Systems (GIS) software, training, and application support for managing natural resources on Indian lands, tribal and climate resilience grants, forest harvesting, wildland fire analysis, oil and gas management, and other economic analyses for the benefit of collective stakeholders, including Tribes.
