Opportunity Overview
This is a follow-on requirement (Solicitation 140A1626Q0003) for the BIA's Division of Resource Integration and Services (DRIS). The objective is to supplement the federal workforce by providing specialized GIS support for developing applications/dashboards, parcel mapping, fee-to-trust work, and other mapping functions crucial for managing natural resources on Indian lands, tribal and climate resilience grants, and economic analyses.
Scope of Work
The contract requires support across four key categories:
- Geospatial Database Support/Enterprise GIS (EGIS): Providing requirements, service desk support, script development, security monitoring, spatial database design, and administration of geospatial data and repositories per NSDI/FGDC standards.
- GIS Programming Support: Translating and writing programs/scripts (Python, PowerShell, JavaScript, Visual Basic) to automate data management, maintenance, standardization, and map production, including tools for Indian land tracts and synchronization with TAAMS.
- Experienced GIS Support: Serving as project manager, creating maps/applications, developing geospatial dashboards/applications, ensuring FGDC-compliant metadata, and managing internal/external portals and the Open Data Page.
- Basic GIS Support: Implementing analytical techniques, administering geospatial databases, quality control, and developing basic GIS applications/dashboards.
Key deliverables include monthly/weekly progress reports, specialized monthly reports on maps/data, financial/management reports, network analysis, and briefing packages.

- Period of Performance: March 16, 2026, to March 15, 2027 (Base Year, with four option years implied).
- Place of Performance: Primarily remote locations, with office access available in Denver, CO for specific personnel. Positions can be in Lakewood, CO or remote.
- Key Personnel: Geospatial Data Administrator, Geospatial Architecture Specialist, GIS Analyst IV, GIS Analyst II, and the Contractor's Project Manager. Resumes and letters of commitment are required for all four proposed positions.
- Government Furnished: BIA will provide all required software (including Esri licenses), IT equipment for remote workstations, and VPN access on BIA computers. Travel reimbursement is limited to $5,000 per year.

Submission & Evaluation
Proposals will be evaluated using a trade-off approach, where technical factors are more important than price. Technical Factor 1 (Technical Capabilities and Management Approach) is significantly more important than Past Performance. Technical Factor 1 subfactors are of equal importance.
