Quick Summary

The National Geospatial-Intelligence Agency (NGA) has issued Amendment 01 to the GLAP II Request for Proposal (RFP) HM047626R0005, seeking proposals for GEOINT Learning Through Academic Programs II (GLAP II). This Unrestricted opportunity aims to establish multiple Blanket Purchase Agreements (BPAs) for the delivery of condensed undergraduate and graduate-level GEOINT training courses. Proposals are due April 6, 2026, at 2:00 PM ET.

Purpose & Scope

NGA's Office of Human Development (HD) requires contractor services to deliver advanced undergraduate and graduate-level GEOINT training courses in a condensed format. These courses will support the National System for Geospatial Intelligence (NSG), Allied System for Geospatial Intelligence (ASG), and other U.S. and foreign government entities. Contractors must deliver requested courses based on their existing catalogs, modified for government delivery by streamlining content, shortening duration, and condensing delivery. Courses will be delivered virtually via instructor-led synchronous, instructor-led asynchronous, or self-paced online modalities. Training solutions must cover at least two of eleven specified subject areas, including Artificial Intelligence, Machine Learning, and GIS & Analysis Tools.

Contract Details

  • Contract Type: Multiple Firm Fixed-Price (FFP) Blanket Purchase Agreements (BPAs)
  • Period of Performance: Five (5) years, from June 17, 2026, to June 16, 2031
  • Set-Aside: Unrestricted (Full and Open Competition)
  • NAICS Code: 611310, Colleges, Universities, and Professional Schools (Size Standard: $34.5 million)
  • Place of Performance: Virtual delivery, with instructors requiring high-speed internet. Training generally follows Eastern Standard Time (EST/EDT).

Key Requirements & Eligibility

Offerors must be academic institutions that are either:

  1. Regionally accredited by a body recognized by the Council for Higher Education Accreditation (CHEA) AND accredited by the United States Geospatial Intelligence Foundation (USGIF), OR
  2. Regionally accredited by a body recognized by CHEA AND a member in good standing with the University Consortium for Geographic Information Science (UCGIS). Courses shall not exceed 40 hours of instruction (approximately 5 days), with daily instruction including 8 hours of training (minimum 4 hours direct instruction). Instructors must be U.S. citizens.

Submission & Evaluation

  • Proposal Due Date: April 6, 2026, 2:00 PM ET
  • Past Performance Questionnaire Due Date: April 3, 2026, 2:00 PM EST. Offerors are responsible for ensuring Government Points of Contact (POCs) complete and return Part 2 of the questionnaire by this deadline.

  • Evaluation Factors: Award will be made on a best-value basis, with technical capabilities being of greater importance than price. Evaluation factors include Technical (Factor I), Past Performance (Factor II), Security (Factor III), and Price (Factor IV).
