Include formative and summative assessments that can be automatically graded where possible.

• Professional Learning: Conduct synchronous webinars for teachers and subject-matter experts in Base Year 1, including a two-hour session per quarter for grades 6-8 and grades 9-12, totaling 15 hours for each group.

• Resources must be accessible via ClassLink or other common school platforms.

• Technical support must be provided within one business day via telephone or email.

• Digital resources must be compatible with DoWEA's learning management system (LMS) and Google Classroom, supporting single sign-on.

• Content must comply with IMS Global Consortium standards and be SCORM®-compliant if digital modules are included.

• Cybersecurity requirements, including FedRAMP Level 2 compliance, must be met.

• Data integration must be supported via APIs or SFTP, with secure data handling and storage.

• The contract is for a period of five years, with a preference for 5-year licenses in Base Year 1.

• Work shall be performed at the Contractor's facilities.

• All resources must be COTS and 100% digital.

• Contractor personnel must complete DoW Privacy Act/Personally Identifiable Information (PII) training.

• Resources must be free of bias regarding race, color, religion, sex, national origin, or disability.

• Compliance with Section 508 accessibility standards is required for all Information and Communication Technology (ICT).

• All data developed is the property of the Government.
