Scope of Work
The contractor will provide labor, supervision, and transportation for comprehensive court reporting services, including testimony recording and transcription for both Grand Jury and Deposition proceedings. Services are expected to commence on April 1, 2026. Key locations include the Sherman Courtroom Annex, Jack Brooks Federal Building in Beaumont, and USAO offices in Plano, Sherman, and Beaumont, with potential for other locations. Minimum staffing requires one court reporter and one videographer per location, with maximums of ten reporters and four videographers. Reporters must be authorized notaries and comply with Federal Rules of Civil Procedure. Remote deposition capabilities, including exhibit control and live streaming, are required. Historical data indicates Grand Jury sessions typically occur 1-2 weeks per month, and approximately 100 depositions per year.
Contract Details
This will be a Multiple Award IDIQ contract, with the Government anticipating at least one, but not more than two, awards. Orders will be Time-and-Materials (T&M). The period of performance includes a one-year Base Period (April 1, 2026 - March 31, 2027) and four one-year Option Periods, totaling up to five years. A Minimum Dollar Guarantee of $3,000 is provided for the initial Base Period. The NAICS code is 561492 (Court Reporting and Stenographic Services) with a $19M small business size standard. All unit prices must be fixed and incorporate all costs, including anticipated travel, as travel reimbursement is generally not paid. The Service Contract Labor Standards Act and applicable Wage Determinations apply.
Performance Standards
Transcripts must be delivered in .pdf or .ptx format within specified turnaround times: Regular (10 Business Days), Intermediate (5 Business Days), Daily/Next-Business Day (before 9:30 AM next business day), and Expedited/Same-Business Day (by 9:00 PM same day). Condensed transcripts and keyword indexing are mandatory. Grand Jury Court Reporters require T4 High Risk Public Trust background clearance. Stringent security protocols, outlined in Attachment 4, must be adhered to for handling Grand Jury information.
Evaluation & Submission
Award will be based on a best value determination, considering Technical Approach, Organizational Past Performance, and Price, with Technical and Past Performance being more important than Price. Offerors must address their technical approach, including remote deposition capabilities. Mandatory submission requirements include:

- Resumes for key personnel and a list of all personnel with Grand Jury material access.
- A two-page response detailing recording methods, Grand Jury security measures, and staffing accessibility.
