This is a combined synopsis/solicitation for commercial services to establish up to two (2) Firm-Fixed-Price Blanket Purchase Agreements (BPAs) for hazardous waste, universal waste, and electronic waste collection, transportation, and disposal services at Grand Canyon National Park (GRCA). The BPA will have a three (3) year ordering period.

• Collection, packaging, labeling, manifesting, transportation, and disposal of hazardous waste, universal waste, and electronic waste.

• Services include quarterly pickups at South Rim and as-needed pickups at North Rim, Desert View, and other designated areas.

• Specific waste streams include oils, solvents, paints, aerosols, batteries, fluorescent lamps, mercury-containing devices, electronic waste, abandoned camping fuel canisters, and propane bottles.

• Contractor must provide containers, conduct waste characterization, and ensure compliance with DOT and EPA requirements.

• A site-specific health and safety plan and spill response/contingency plan are required.

• Contract Type: Firm-Fixed-Price Blanket Purchase Agreements (BPAs).

• Period of Performance: Three (3) year ordering period. Actual Period of Performance will be determined at award.

• Estimated Maximum BPA Value: $99,000 over the three-year ordering period.

• Quotes are due by June 4, 2026, at 12:00 PM Mountain Time.

• Questions regarding the solicitation must be submitted by May 20, 2026, at 12:00 PM Mountain Time.

• Quotes must be submitted electronically to lindsay_mclaughlin@ios.doi.gov.

• Evaluation will be based on best value, considering price, technical qualifications, and prior experience.

• Award will be made to the offeror providing the best value to the government.

• This acquisition is not a small business set-aside.

• Small business size standard: $7.5 M.

• Offerors must have a Unique Entity Identifier (UEI) and be registered in the System for Award Management (SAM) with an "active" status.
