Quick Summary

The United States Space Force (USSF) is issuing a Request for Information (RFI) for the Ground Based Radar Digitization (GBRD) program. The program targets Initial Operational Capability (IOC) by 2028 (UEWR) and 2029 (PARCS), with Full Operational Capability (FOC) for all six sites by 2030.

Key Interests & Technical Focus

The USSF is particularly interested in solutions that leverage open system, non-proprietary architectures, utilize Commercial Off-The-Shelf (COTS) technology, and incorporate existing, developed digital receiver technology as the baseline. Input is sought on technical capabilities for digitizing analog radar systems, modular open architectures, cybersecurity compliance, and sustainment strategies to reduce lifecycle costs and address diminishing manufacturing sources.

Acquisition Strategy

The acquisition strategy is under development, considering a Middle Tier Acquisition (MTA) pathway and Other Transaction Authority (OTA) for prototyping the first two sites (one UEWR and PARCS), followed by a production contract for the remaining four UEWR sites. The USSF is also exploring innovative contracting mechanisms to engage non-traditional defense contractors, including academia and small businesses.

Respondents should provide a Company Overview, proposed Technical Solutions (including performance improvements and digital receiver integration), Sustainment and Lifecycle Management strategies, Contracting Recommendations, Schedule and Cost Estimates, and details on Non-Traditional Contractor Engagement.

Submission Details

Responses must be submitted in PDF format, not exceeding 20 pages, by April 1, 2026. This RFI does not commit the Government to contract for any supply or service, and all costs incurred in responding are at the interested party's expense.

A draft Request for Prototype Proposal (RPP) document has been released, outlining a potential future prototyping phase with specific deadlines (e.g., RPP Materials Due: March 16, 2026).
