Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Space Force has issued a Request for Prototype Proposal (RPP) for the Ground Based Radar Digitization (GBRD) program. This initiative seeks to modernize five Upgraded Early Warning Radars (UEWR) and the Perimeter Acquisition Radar Attack Characterization System (PARCS) through digitization of their "back end" systems. Utilizing a Middle Tier Acquisition (MTA) Rapid Prototyping pathway, the program will first prototype solutions at one UEWR site and PARCS. The goal is to enhance battlespace awareness, reduce sustainment costs, and resolve obsolescence issues. RPP materials are due March 16, 2026.
Scope of Work
The GBRD program requires the development and delivery of a rapid prototype at one UEWR and PARCS. Solutions must be rapid, affordable, open architecture, modern, and mature, leveraging advanced technologies like digital engineering, DevSecOps, and open systems architecture. Key objectives include improving Space Domain Awareness, continuing Missile Warning/Track/Defense capabilities, and decreasing sustainment costs through an open architecture and commercial off-the-shelf (COTS) solutions. Deliverables encompass requirements documentation, Model-Based Systems Engineering (MBSE) models, prototype development, testing, and operational acceptance.

Additional Notes
GBRD is a new requirement with no incumbent. The program is executed in three gates, with participation in subsequent gates optional and limited to performers from previous gates. Government Furnished Equipment/Information (e.g., DSIL) will be available. Security requirements include access to information up to SECRET//NOFORN. Minor facility efforts like cable trays or HVAC may be required.
