This involves upgrading systems from the antenna front-end to back-end data processors and communication systems.

Evaluation
GBRD is an integrated acquisition enterprise founded on a unique "compete and collaborate" model. The Government will award OTAs to multiple Offerors who will compete on individual designs while simultaneously collaborating on a common, government-owned architectural baseline. All Offerors will operate within a single Authoritative Digital Ecosystem, with designs objectively assessed by an independent MBSE Validator. This structure aims to drive commonality, de-risk development, and establish a resilient, multi-vendor industrial base.
