Quick Summary
The U.S. Embassy Manila, Department of State, is soliciting quotations for Group Locally Employed Staff Life Insurance Coverage for its employees in the Republic of the Philippines. This is an unrestricted opportunity, and the contract will be awarded to the lowest priced, acceptable, and responsible offeror. The final deadline for quotation submission is March 23, 2026, at 4:00 PM (Philippine local time).
Scope of Work
The requirement is for comprehensive group life insurance services, including Basic Life, Accidental Death & Dismemberment (AD&D), and Partial & Total Disability coverage. Benefit amounts are tied to the employee's monthly basic salary (e.g., 31x for life, 34x for AD&D), with no funeral benefits provided. The U.S. Embassy / U.S. Mission Philippines will be the policy owner, and a Philippine-licensed life insurance company can issue and underwrite the policy. The contractor must provide coverage for a minimum of 50 persons, with a contract maximum of 1,500 persons across all order years. Employee additions and deletions will be managed via quarterly task orders. Premiums for ORE and Peace Corps riders will be billed separately.
Contract Details & Period
This will be a fixed-price contract with economic-price adjustment, though prices are generally firm, and task orders will be firm fixed-price. The period of performance includes a one-year base period, four one-year option periods, and a potential six-month extension. Pricing and premium rates will be in Philippine Peso, but U.S. firms eligible for payment in U.S. dollars may submit offers in USD. The U.S. Embassy in Manila has a VAT exemption certificate.
