Scope of Work
The selected contractors will provide personnel, equipment, and services to:
- Conduct sector-based outreach and recruitment for RA programs.
- Advance "RA Accelerator" models and provide registration support.
- Facilitate the development and expansion of degreed RA programs.
- Develop and implement industry-specific strategies to expand apprenticeships in target industries (e.g., Agriculture, Energy, Defense Industrial Base, Education, Healthcare, Telecommunications, Cybersecurity, Advanced Manufacturing).
- Promote innovation within the RA ecosystem and provide Subject Matter Expertise (SME) for program development.
- Develop curricula, Related Technical Instruction (RTI) outlines, and occupational outlines.
- Sustain new RA programs and partnerships, coordinating with DOL to create sustainable career pathways. Specific annual requirements include conducting 20 national industry Apprenticeship Accelerator convenings, registering 15 new employers, assisting 20 existing employers to expand, and serving as a national program sponsor for multiple programs/employers.
Contract Details
- Contract Type: Multiple Firm Fixed-Price (FP) contracts.
- Period of Performance: One 12-month Base Period (June 1, 2026 - May 31, 2027) and four 12-month option periods, extending through May 31, 2031.
- Set-Aside: Unrestricted.
- NAICS Code: 611513 (Educational Support Services / Professional and Management Development Training) with a size standard of $11.5 million.
- Place of Performance: Remote/telecommuting (work at home).
Submission & Evaluation
- Proposal Due Date: May 5, 2026, at 12:00 PM ET.
- Submission: Electronically via email.
- Proposal Structure: Three volumes: Technical (Volume I), Past Performance (Volume II), and Price (Volume III).
- Evaluation Factors: Technical (most important), Past Performance, and Price. Technical is weighted more heavily than Past Performance and Price combined. An "Acceptable" rating is required for Technical and its subfactors (Understanding of Requirement, Corporate Experience, Key Personnel).
- Key Personnel: Requirements include Project Director, Project Manager, Senior Subject Matter Expert, and Marketing & Business Development Specialist.
- Security: Offerors must possess or be eligible to receive a Public Trust clearance.
- Past Performance Questionnaire (PPQ): Part I to be completed by offeror, Part II by reference, due by May 1, 2026, 3:00 PM ET.
