Scope of Work

- Promoting innovation within the RA ecosystem.
- Providing Subject Matter Expertise (SME) for RA program development, including curricula, RTI outlines, and occupational outlines.
- Sustaining new RA programs and partnerships, supporting the growth of active apprentices to over one million.
- Coordinating with AI Integration and Education Intermediary to integrate AI skills. The place of performance is remote/telecommuting.
Contract Details
- Contract Type: Multiple Fixed Price (FP) contracts.
- Period of Performance: One 12-month Base Period and four 12-month Option Periods, totaling five years. The Base Period is from June 1, 2026, to May 31, 2027, with subsequent option periods extending through May 31, 2031.
- Set-Aside: Unrestricted.
- NAICS Code: 611513 (Educational Support Services / Professional and Management Development Training), with a size standard of $11.5 million.
Submission & Evaluation
- Proposal Due Date: May 5, 2026, 12:00 PM ET.
- Submission: Electronically via email to the Contracting Officer and Contract Specialist.
- Proposal Structure: Proposals must consist of three volumes: Technical, Past Performance, and Price.
- Evaluation Factors: Technical (most important), Past Performance, and Price. Technical evaluation includes subfactors: Understanding the Requirement, Corporate Experience, and Key Personnel, all of equal importance. A minimum "Acceptable" rating is required for Factor I (Technical) and its subfactors.
- Key Personnel: Requirements are detailed for roles such as Project Director, Project Manager, Senior Subject Matter Expert, and Marketing & Business Development Specialist. Offerors must possess or be eligible to receive a Public Trust clearance.
- Past Performance: Evaluation will consider three current or previous contracts within the last four years of similar scope, complexity, and dollar value. The Past Performance Questionnaire (A19-E.3) must be utilized.
