Scope of Work
This BPA will cover comprehensive vehicle marshalling services for the GSA Fleet Program Office. Services include:
- Receipt, inspection, and preparation of new, exchange, or reassigned Government-owned or leased vehicles.
- Management of license plates and GSA Fleet Services Cards.
- Preparation and release of vehicles to GSA customers.
- Receiving and preparing used vehicles for release.
- Installation, management, and removal of 3rd party telematics and tracking devices.
- Fueling internal combustion engine vehicles and charging electric vehicles.
- Transporting vehicles within specified mileage limits.
The estimated annual volume is 220 vehicles. Work hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with the contractor available for vehicle acceptance/release a minimum of 30 hours/week.

Eligibility & Evaluation
- Eligibility: Offerors must be 100% small businesses, registered in SAM.gov, and self-certify they are not suspended or debarred. The vendor must be the owner or legal lessee of a facility located within 20 miles of 1301 E 6th Ave, Helena, MT 59601.
- Evaluation: BPAs will be awarded based on best value to the Government, considering technical capability and price. Technical capability will be assessed via the Vendor Response Document and subsequent site visits. Prices must be determined fair and reasonable.
