This document, "Attachment 3 - Mission Essential Plan," is a required submission for offerors responding to Request for Proposal HTC711XXRR00X. It serves as a template for contractors to detail their plan for continuing essential contractor services during periods of crisis, as mandated by DFARS 252.237-7024.

Offerors must provide a written plan that addresses the following minimum elements:

• Acquisition of Personnel and Resources: Provisions for acquiring essential personnel and resources for continuity of operations for up to 30 days or until normal operations resume.
• Challenges During Extended Events: Addressing difficulties in maintaining essential services during prolonged crises (e.g., pandemics).
• Time Lapse: The timeframe between initiating the acquisition of essential personnel/resources and their actual availability.
• Personnel Preparedness: Components for identifying, training, and preparing personnel for relocation or remote work.
• Alert and Notification Procedures: Established procedures for mobilizing identified "essential contractor service" personnel.
• Communication of Expectations: The approach for informing contractor employees about their crisis-related roles and responsibilities.

Bidders must complete and submit this plan with their offer. The plan should be specific to the requirements of this opportunity to ensure continuity of operations during crisis periods. Failure to provide a comprehensive plan may impact the evaluation of the offer.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Stevedoring and Related Terminal Services (S&RTS) to support the Military Operations Terminal, 835th Transportation Battalion.

• Provide comprehensive stevedoring and related terminal services for U.S. Military cargo (containers, vehicles, breakbulk, etc.) at designated seaports in Guam (Guam Port Authority and Naval Base Guam), and secondary ports in Saipan and Tinian.

• Services include vessel loading and discharge, port reception and disposition, cargo management, staging, intra-port transfers, cargo preparation, tally and check, and handling of government-provided dunnage and tiedown materials.

• Operations are required 24 hours a day, seven days a week, 365 days a year.

• Services encompass all classes of supply, including military vehicles up to 150,000 lbs, ammunition and explosives (A&E), and hazardous materials.

• Primary seaports: Guam Port Authority of Guam and Naval Base Guam.

• Secondary ports: Saipan and Tinian (pricing to be determined once identified).

• Services are required 24/7/365.

• Security: UNCLASSIFIED work. Personnel require screening for criminal, terrorism, or threat-related activity. Specific requirements for base access, vehicle identification, and handling of sensitive or classified cargo.

• Safety: Adherence to all applicable USG safety and fire regulations. Contractor must provide a Safety Program Manager, a written safety program, and ensure proper Personal Protective Equipment (PPE) is used. Procedures for accident reporting, injury, and damage are detailed.

• Contract Administration: Requirements for port licensing, permits, subcontractors, union agreements, port tariffs, contract managers, and ordering procedures are outlined.

• Performance Standards: The PWS includes a Performance Requirements Summary (PRS) matrix detailing key performance objectives, measures, and acceptable quality levels for security, cyber incident reporting, safe operations, and timely task order reconciliation.

• Environmental: Emergency Response Procedures (ERP), Spill Containment, and Hazardous Material handling protocols are specified.
