Scope of Work
The contractor will provide comprehensive S&RTS for Defense Transportation System (DTS) sponsored cargo, including containers, vehicles (up to 150,000 lbs), breakbulk, and rotary/fixed-wing aircraft. Services are required 24 hours a day, seven days a week, 365 days a year, and encompass:
- Vessel loading and discharge, port reception and disposition.
- Cargo management, staging, intra-port transfers, and preparation.
- Checking and Tallying (C&T), and warehousing Government-provided dunnage and tiedown materials.
- Handling of all classes of supply, including Ammunition and Explosives (A&E) and hazardous materials.
- Provision of physical security, facilities, storage/staging, office space, and reporting.
Primary performance locations are the Guam Port Authority and Naval Base Guam, with secondary ports in Saipan and Tinian. Naval Base Guam operations are currently limited to daylight hours for ordinance.
Contract Details
- Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with a fixed rate schedule.
- Period of Performance: October 1, 2026 – September 30, 2031, with a six-month option to March 31, 2032.
- Estimated Value: The Schedule of Rates (SOR) indicates a 5-year estimated cost of $84,000 annually per primary location, with a total evaluated value of $462,000 and a ceiling of $577,500.
