Scope of Work

The project requires the removal of existing turf, installation of an in-ground irrigation system for new turf areas, and a drip irrigation system for existing Holly hedges. A critical requirement is that the new irrigation system must be 100% compatible with the existing Hunter Landscape Irrigation system, necessitating the use of Hunter brand components or approved equals. Contractors will also lay sod (95% Tall Fescue, 5% Kentucky Bluegrass) to re-establish turf panels, protect existing infrastructure, and provide as-built plans and a utility survey. Special requirements include implementing a traffic control plan (MUTCD standards), mandatory Personal Protective Equipment (PPE), and providing key personnel such as a Project Manager, Superintendent, and a Safety Supervisor with a current Construction Safety Manager Certification (CSMC) and at least 10 years of experience on similar projects.

Contract Details

This will be a Firm Fixed Price contract with an estimated value of $250,000 to $500,000. The period of performance is a maximum of 90 calendar days from the Notice to Proceed. A bid guarantee (20% of bid price, not to exceed $3M) is required, along with Performance and Payment Bonds.

Submission & Evaluation

Proposals must be submitted via email by March 30, 2026, at 1700 (hour). The evaluation will utilize a Best Value Continuum Tradeoff Process. Evaluation factors include Project Experience, Technical Approach, Key Personnel Experience, Past Performance, and Price, with non-price factors in descending order of importance.
