Justification & Approval for Other Than Full and Open Competition

This document justifies and approves a sole-source procurement for Hunter brand irrigation components and controllers. Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for extending an irrigation system and rehabilitating turf along Memorial Avenue in Arlington, VA, for the National Park Service (NPS) George Washington Memorial Parkway (GWMP).

• Turf Removal: Remove existing turf along both sides of Memorial Avenue from the Arlington National Cemetery (ANC) and NPS property line to the Boundary Channel Bridge, extending from the curbs to the existing Holly hedges. Removed turf must be transported offsite for disposal or composting.

• Irrigation Installation: Install an in-ground irrigation system for the new turf areas and a drip irrigation system for existing Holly hedges. The new system must tie into ANC's existing Hunter Landscape Irrigation system, requiring 100% compatibility with Hunter brand components and controllers.

• Turf Rehabilitation: Lay sod to re-establish turf panels using a mix of 95% Tall Fescue and 5% Kentucky Bluegrass, matching the sod used along the ANC portion of the Avenue. Sod specifications must be submitted for NPS approval prior to installation.

• Protection & Restoration: Protect existing Holly hedges, sidewalks, granite curbs, and the roadway during turf removal. Restore any impacted park infrastructure to its original condition.

• Additional Services: Provide complete as-built plans for the new irrigation systems and sod installation prior to project close-out. A utility survey and investigation into running irrigation lines around specific plazas and ramps are also required.

• All new irrigation components must be Hunter Landscape Irrigation brand products or approved equal for seamless integration.

• Sod specifications must conform to the ANC's current sod mix and be approved by NPS.

• Work must adhere to local, state, and federal regulations for construction and safety.

• A Quality Control Plan must be developed and submitted within 30 days of contract award.

• Period: Maximum of ninety (90) days from the Notice to Proceed.

• Place: NPS-portion of Memorial Avenue, from the ANC-NPS property line northeast to the Boundary Channel Bridge.

• Traffic Control: Implement a pedestrian and traffic control plan in accordance with Manual on Uniform Traffic Control Devices (MUTCD) standards.

• Safety: Mandatory Personal Protective Equipment (PPE) includes hard hats, high-visibility vests, safety glasses, gloves, and steel-toe boots.

• Key Personnel: Project Manager, Superintendent, and Safety Supervisor with at least 10 years of experience on similar projects are required. The Safety Supervisor must have a current Construction Safety Manager Certification (CSMC).

• Submittals: Pre-construction submittals include qualifications, insurance, bonds, submittal schedule, staging and logistics plan, traffic control plan, waste management plan, health and safety plan, emergency plans, and schedule.

• Government Furnished Items: Government will provide hot work permits (if needed) and review/approval of submittals. Government will NOT provide water, electrical power, or any equipment/materials.
