• Baseline System Conditions: The government cannot assure the current balance condition for spaces not included in the most recent TAB report. Previous TAB reports and limited additional balance reports are provided, but not all spaces are covered.
• Extent of TAB Responsibilities: The scope includes adjusting the air conveyance system to meet VA HVAC Design Manual criteria. A separate annual allocation of $40,000 is available for repairs, distinct from adjustments which are part of the base service cost.
• System Deficiencies Outside TAB Control: Similar to the above, the $40,000 annual allocation is for repairs, not for addressing issues beyond the contractor's control like controls problems or mechanical limitations.
• Access, Scheduling, and Infection Control: Services are generally performed outside normal business hours (M-F, 7 am-5 pm). Work in sensitive clinical areas (OR, ICU, etc.) requires strict adherence to Infection Control Risk Assessment (ICRA) protocols and may have specific scheduling considerations. VA escorts will be provided, with limited unescorted access possible after background clearance.
• Controls and BAS Coordination: The TAB contractor is responsible for engaging a controls contractor if BAS system adjustments are needed to meet balancing criteria.
• Reporting Format: Reports must include a formal structure (Title page, Table of Contents, Executive Summary), consolidated deficiency lists, summary tables, and certifications/calibration certificates for personnel and equipment.
• Service Frequency and Pricing: Bidders should provide pricing for annual services. Payments may be quarterly in arrears. Rooms can be grouped by frequency for the same mobilization.
• Acceptance Criteria: Compliance with VA HVAC Design Manual criteria for ACH and pressure differential, plus a 20% buffer for ACH (Section 3.6 of PWS), is required.
• Deficiency Resolution: The QASP requirement for same-day resolution applies to quality-of-service issues (e.g., unprofessional conduct, poor workmanship), not physical HVAC system deficiencies.
• Register Count/Mechanical Drawings: Register counts are not provided. Mechanical drawings are available for general reference but their accuracy is not guaranteed.
