This is a combined synopsis/solicitation for environmental testing, incubation, and certification services for all VISN 1 pharmacy locations. The Department of Veterans Affairs is seeking a 5-year Blanket Purchase Agreement (BPA) to ensure compliance with VA pharmacy policy and USP 797/800 clean room regulations.

• Testing and Certification: Services include semi-annual and as-needed certification of Primary Engineering Controls (PECs) such as biological safety cabinets (BSCs), laminar airflow workstations (LAFWs), compounding aseptic containment isolators (CACIs), and compounding aseptic isolators (CAIs). This also covers sterile clean rooms used for Compounded Sterile Preparations (CSPs).

• Specific Tests: Requirements include viable and non-viable particle counts, HEPA filter integrity testing, airflow testing (velocity, exchange rate, pressure differential), air pattern analysis, and microbiological air and surface monitoring.

• Hazardous Drug Residue Testing: Semiannual environmental wipe sampling for hazardous drug surface residue is required.

• Personnel Competency: Services may include assessment and documentation of compounding personnel competency, including gowning/garbing observation, Gloved Fingertip (GFT), and Media Fill Tests (MFT).

• Reporting: Comprehensive written reports are required for all certifications and testing, including findings, recommendations, and test data.

• Contract Type: 5-year Blanket Purchase Agreement (BPA).

• Period of Performance: Starts 15 calendar days from date of award and extends for five (5) years.

• Submission Deadline: April 22, 2026, 12:00 PM Eastern Time.

• Evaluation Criteria: Award will be made to the Small Business (SB) quoter with the lowest price, demonstrating full capability to supply all line-item requirements.

• Quote Requirements: Must include solicitation number, time of receipt, quoter's name/address/phone, technical description, warranty terms, price, "Remit to" address, completed representations and certifications (FAR 52.212-3), acknowledgment of amendments, and a statement of agreement with terms and conditions.

• Set-Aside: 100% Small Business (SB) set-aside.

• NAICS Code: 541380 (Testing Laboratories), with a small business size standard of $19.0 million.

• Certifications: Bidders must provide NSF 49 certified technician credentials, CETA National Board of Testing (CNBT) certification for supervisors/project managers, and AIHA accredited laboratory certification for viable sampling analysis.

• This solicitation is issued as an RFQ (Request for Quotation).

• Bidders must include a statement accepting or detailing exceptions to the solicitation's terms and conditions.

• References for at least 3 similar jobs at hospital facilities (one being a VA Medical Center) are required.
