This is a combined synopsis/solicitation for the acquisition of commercial items to establish a multiple award Blanket Purchase Agreement (BPA) for "75th LRS – Coveralls and Laundering Services" at Hill Air Force Base, UT. Statement of Work (SOW) / Performance Work Statement (PWS)

To provide coveralls and all management, tools, supplies, equipment, and labor necessary to perform laundry and/or dry cleaning services for the Vehicle Management Flight at Hill Air Force Base, Utah.

• Provide coveralls (2-piece pant/shirt combination) for approximately 68 personnel, requiring about 748 individual uniforms.

• Perform pickup of soiled coveralls and delivery of clean coveralls on a weekly basis.

• Ensure mechanics have clean coveralls daily.

• Coveralls for majority of mechanics to be 65% polyester/35% cotton blend.

• Coveralls for Refueling Maintenance (10 personnel) to be 100% anti-static materials.

• Specific details provided for Dickies Men's Cargo Pant and Motorsports Shirt styles.

• Perform necessary repairs to coveralls due to normal wear and tear to maintain appearance.

• Replace coveralls damaged beyond repair or lost.

• Ensure all laundry and dry cleaning is performed under sanitary conditions.

• Pickup and delivery must be on time for 90% of scheduled services, with exceptions delivered within 3 hours.

• Quantity delivered must equal quantity picked up (excluding IOUs) 85% of the time, with undelivered items delivered within 3 days.

• 95% of articles must be delivered clean, dry, lint-free, and free of odor, spots, stains, and wrinkles.

• 90% of articles must be properly bundled, tied, wrapped, hung, and folded.

• 95% of non-reimbursable repairs must be made during the month, with the remaining 5% completed within 3 days.

• 95% of reimbursable repairs must be made during the month, with the remaining 5% completed within 3 days.

• Services to be performed weekly on Tuesdays between 0700-1000.

• Pickups and deliveries primarily at Building 1243, with remaining at Building 911, Hill Air Force Base, Utah.

• Delivery times and locations may be changed with 24-hour notice.

• Contractor must provide a contract manager and designated alternates.

• Contractor employees must present a neat appearance and be recognizable as contractor employees.

• Contractor must comply with safety requirements and report damage or injury promptly.

• Invoicing to be submitted via Wide Area Workflow (WAWF).

• Contractor must report labor hours via a secure data collection site (http://www.ecmra.mil).
