This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under FAR Part 13. It is a small business set-aside for Landscaping Services (NAICS code 561730, size standard $9.5M). The government anticipates awarding a single, firm-fixed-price contract.

The contractor shall provide all labor, supervision, materials, tools, supplies, transportation, barricades, signs, traffic control measures/coordination, and equipment necessary to execute safe full spectrum tree care operations and woody debris removal along trails, roads, and park boundaries. This includes full spectrum tree assessment operations and tagging within Harpers Ferry National Historical Park. • Contract Type: Firm-fixed-price

• Period of Performance: September 14, 2026, to March 26, 2027.

• Quotes must be submitted electronically via email to brian_thornton@nps.gov.

• Submission Deadline: June 8, 2026, by 2:00 PM Eastern Daylight Time.

• Evaluation Criteria: Lowest Price Technically Acceptable. Offers will be checked for compliance, then sorted by price. Technical acceptability will be assessed based on proof of valid arborist certification and a project narrative demonstrating the company's ability to meet the statement of work.

• Small business set-aside.

• All contractors must be registered in SAM.gov to be considered eligible for award.
