Purpose

This notice is purely for market research to identify qualified contractors capable of providing comprehensive maintenance and repair services for aircraft hangar doors at Joint Base Andrews. No quotes will be evaluated, and no award will be made as a result of this posting.

Scope of Work

The contractor shall provide all management, tools, supplies, equipment, and labor necessary to maintain and repair aircraft hangar doors, ensuring continuous and safe operation in accordance with applicable standards and manufacturer's instructions. All work must comply with Federal, State, and local laws, building codes (NEC, NFPA, BOCA, CABO), and OSHA codes.

Key tasks include:

  • Annual Inspections: Conduct inspections of all aircraft hangar and tail/aperture doors, submitting a written report to the COR within ten (10) business days.
  • Preventive Maintenance: Perform services during inspections to ensure reliable and continuous safe operation, adhering to commercial practices and manufacturer specifications.
  • Service Calls:
    • Emergency Service Calls: Respond on-site within four (4) hours of notification, return the door to normal operation, and submit a price quotation to the COR before starting work.
    • Routine Repair Service Calls: Report to the work location within 24 hours of notification, survey the repair, and provide an estimated cost. Repairs should be completed within two (2) business days unless otherwise approved.
  • Reimbursable Parts: Contractor shall procure necessary parts, reimbursed at cost. Competition is required for parts estimated at $3,000.00 or more.

Performance Standards

  • Inspections & Preventive Maintenance: 100% completion with accurate reports delivered within 10 days (threshold: no more than one defect or validated customer complaint per service period).
  • Emergency Service Calls: 100% response within 4 hours, returning doors to normal operation (threshold: no more than one defect or validated customer complaint per month).
  • Routine Repair Service Calls: 100% completion within two (2) business days, ensuring doors are in good working order (threshold: no more than one defect or validated customer complaint per month).
